ՀՀ պետբյուջեի միջոցներից անհարկի հատկացվել է 360 մլն ՀՀ դրամ. քրեական վարույթով նախաքննությունն ավարտվել է

ՀՀ հակակոռուպցիոն կոմիտեում իրականացված քրեական վարույթի նախաքննությամբ պարզվել և հիմնավորվել է, որ ՀՀ բարձր տեխնոլոգիական արդյունաբերության նախարարության նախկին բարձրաստիճան պաշտոնատար անձն իր պաշտոնեական դիրքն օգտագործել է ծառայության շահերին հակառակ, այն է՝ ոլորտը կարգավորող օրենսդրական և ենթաօրենսդրական ակտերով սահմանված կարգերի խախտմամբ, անհրաժեշտության բացակայության պայմաններում նախաձեռնել է ընդհանուր շուրջ 360.000.000 ՀՀ դրամի համապատասխան աշխատանքների ձեռքբերման վերաբերյալ պայմանագրերի կնքման գործընթաց, որի հիման վրա ՀՀ պետական բյուջեի միջոցներից անհիմն հատկացվել է նշված չափով գումար:
Նկարագրված առերևույթ հանցավոր գործողությունների հետևանքով պետության օրինական շահերին պատճառվել է էական վնաս՝ խախտվել է պետության կարիքների համար պետական պատվերի ձևավորման կարգը, նշված կարգի խախտմամբ կնքվել են այնպիսի պայմանագրեր, որոնցով նախատեսված աշխատանքների ձեռքբերման անհրաժեշտությունը բացակայել է, իսկ ոչ անհրաժեշտ աշխատանքների գնման համար ՀՀ պետական բյուջեի միջոցներից անհարկի հատկացվել է առանձնապես խոշոր չափերով գումար՝ անզգուշությամբ առաջացնելով ծանր հետևանք:
Վերը նշված հանցավոր արարքների կատարման համար նախկին բարձրաստիճան պաշտոնատար անձին մեղադրանք է ներկայացվել 2003 թվականի ապրիլի 18-ին ընդունված ՀՀ քրեական օրենսգրքի 308-րդ հոդվածի 2-րդ մասով (3 դրվագ):
Քրեական վարույթով նախաքննությունն ավարտվել է: Վարույթի նյութերը մեղադրական եզրակացությամբ հանձնվել են հսկող դատախազին՝ այն հաստատելու և դատարան ուղարկելու միջնորդությամբ:
