ԱՄՆ-ում Ադրբեջանի դեսպան Խազար Իբրահիմը Diplomatic Watch ամսագրին տված հարցազրույցում հայտնել է, որ Հայաստանի և Ադրբեջանի միջև խաղաղության պայմանագրի նախագիծն արդեն պատրաստ է: Սակայն, ըստ նրա, մինչև վերջնական ստորագրումը կան մի շարք էական խնդիրներ, որոնք պետք է լուծվեն:
«Հուսով ենք, որ կկարողանանք այն ստորագրել, սակայն կան որոշ խորքային և էական հարցեր, որոնք պետք է լուծվեն նախքան ստորագրումը: Ադրբեջանն ունի շատ իրատեսական դիրքորոշում, որը սատարվում է միջազգային հանրության կողմից», – նշել է դեսպանը:
Ըստ նրա՝ հիմնական խնդիրներից մեկը Հայաստանի Սահմանադրության այն դրույթն է, որը «պարունակում է տարածքային պահանջներ Ադրբեջանի նկատմամբ»:
«Մենք կայուն խաղաղություն չենք ունենա, եթե վաղը խաղաղության պայմանագիր ստորագրենք, բայց սահմանադրությունը՝ երկրի հիմնական օրենքը չփոխվի: Հետևաբար, Հայաստանի Սահմանադրության փոփոխությունը պարտադիր է», – ընդգծել է Իբրահիմը:
Դեսպանն անդրադարձել է նաև ԵԱՀԿ Մինսկի խմբի հարցին՝ նշելով, որ այն «հնացած է և անիրագործելի»: «Այն գոյություն ունի միայն թղթի վրա և կրում է խորհրդանշական բնույթ: Դրա լուծարումը ցույց կտա, որ հակամարտությունն իսկապես ավարտվել է», – ասել է նա:
