Բանն այն է, որ կարծիքներ հայտնող պատգամավորները ոչ թե իրար հակասող կարծիքներ և հիմնավորումներ են բերում, այլ՝ տարբեր: Իրենք տարբեր բաներից են խոսում, մի կողմը՝ վարկը վերցնելու նպատակահարմարությունից, մյուսը՝ վարկը արդյունավետ ծախսելուց:

Այս վարկային քննարկումների ընթացքը նման է նրան, որ մենք քննարկենք, թե արդյոք արժե Երևանում ունենալ Մոսկվայի պետական համալսարանի մասնաճյուղ: Իհարկե արժե, նույնիսկ չնայած նրան, որ Լոմոնոսովի անվան համալսարանը համաշխարհային վարկանիշում նախանձելի տեղ չի գրավում: Բայց ի՞նչ տեղի ունեցավ մասնաճյուղը Երևանում բացելուց հետո. բազմաթիվ ուսանողներ չգնացին հայկական բուհեր, որտեղ աշխատում են հայաստանցի դասախոսներ, այլ գնացին Լոմոնոսովի անվան համալսարանի երևանյան մասնաճյուղ, որն, ըստ պայմանագրի, չի ընդունում աշխատանքի հայաստանցի դասախոսների: Հարց է առաջանում. մենք երկրում այնքան շատ աշխատատեղ ունե՞նք, որ արդեն կրթական կառույց ենք բացում և դրսից մարդ ընդունում աշխատանքի:

Համալսարանի մասնաճյուղ ունենալը սկզբունքորեն լավ է, բայց դրա գործունեությունը Հայաստանում կազմակերպելը կարող է միայն բացասական ազդեցություն ունենալ համակարգի վրա: Նույնը՝ հերթական վարկը: Փող, իհարկե, պետք է, բայց կախված նրանից, թե ինչ են հետո անելու այդ վարկի հետ՝ ինչի վրա են ծախսելու և ինչպես են ծախսելու:
