Պարագլխի միակ քաղաքական կապիտալը համատարած ներքին ատելությունն է բոլորի նկատմամբ` եկեղեցուց մինչև իրեն պատգամավոր դարձրած առաջին նախագահ: Նրա հեղաշրջումն ու յոթնամյա կառավարումը ևս բացառապես ատելության հենքի վրա էր կառուցված` որպես մի ավերիչ ուժի, ոչ թե շարժում էր հանուն որևէ բանի:
