Monument Watch. 2025 թվականի հունիսի 2-ին Ադրբեջանի նախագահի՝ Ղարաբաղում հատուկ ներկայացուցիչ Էլչին Յուսուբուվը լրատվամիջոցներին տրված հարցազրույցում նշեց, որ շինարարական և «վերականգնողական» աշխատանքների շրջանակում իրականացվում է «հայկական օկուպացիայի ժամանակ անօրինական կերպով» կառուցված շինությունների քանդում և ապամոնտաժում: Նշվում է, որ այդ կառույցները «չեն համապատասխանում Ադրբեջանի ճարտարապետական նորմերին, ոճին», կառուցված են անորակ և շինարարական նորմերի խախտմամբ (https://t.me/bez_tor/64728?fbclid=IwY2xjawKqn5NleHRuA2FlbQIxMABicmlkETAzVzNIVjZ6d2tEYnVmaVZUAR7EoMJDgpBCXZPmgt6elsHERkuNUr01Lc-91_LOnU5CH6xzVqHnHWbBDa5Omw_aem_MR4XvQUFWDJzQRKA5y1hnQ):

Ադրբեջանական կողմը շուրջ մեկ տարվա համատարած ոչնչացումներից  հետո ի վերջո փորձեց բացատրություն տալ, թե ինչու է քանդվել Ստեփանակերտ քաղաքի զգալի մասը՝ սեփական հայրենիքում հազարավոր արցախցիների կառուցած տները՝ որակելով անօրինական և օկուպացիոն: Ընդ որում, տարօրինակ կերպով օկուպացիոն են դարձել նաև նախախորհրդային և խորհրդային տարիներին կառուցված առանձնատները, բնակելի շենքերը, թաղամասերը:

Նկատելի է, որ ադրբեջանական կողմի համար հայկական ցանկացած շինության ոչնչացման «հիմնավորումը» այն օկուպացիոն կոչելն է։ Մյուս տարօրինակ զուգադիպությամբ՝ Արցախի Հանրապետության տարիներին կառուցված բնակելի համալիրները պահպանվում են, վերափոխվում, վերաբնակեցվում և հայտարարվում նորակառույց: Այսպես, Ստեփանակերտի թաղամասերից մեկը դարձավ ուսանողական հանրակացարանային համալիր, իսկ քաղաքի մշակութային շենքերը, դպրոցները աննշան վերանորոգումներից հետո որկավեցին որպես նորակառույց կամ հիմնովին վերակառուցված: Հատկանշական է նաև, որ տարբեր սոցիալական հարթակներում  սկսում են գործընթացներ իրականացնել և քանդել  Ստեփանակերտի եկեղեցիները և տեղում մզկիթներ կառուցել https://t.me/bez_tor/64743?single։ Ի մասնավորի դրվում է Ստեփանակերտի երկու եկեղեցիների քանդման հարցը՝ որպես «օկուպացիոն շինություններ»։

Ըստ «Զինված բախումների դեպքում մշակութային արժեքների պաշտպանության մասին» 1954 թվականի կոնվենցիայի լրացուցիչ՝ 1999 թվականի երկրորդ արձանագրության 9-րդ հոդվածի գ կետի՝ արգելվում է  մշակութային արժեքի ցանկացած վերափոխումը, ինչպես նաև դրա օգտագործման ձևի փոփոխությունը, որոնք նպատակ ունեն թաքցնելու կամ ոչնչացնելու մշակութային, պատմական կամ գիտական վկայությունները: Պահպանել ժառանգությունը, նշանակում է  ապահովել դրա անձեռնմխելիությունը և ամբողջականությունը, որի մաս է կազմում նաև համայնքը, ապահովել ժառանգության իսկության, կարևորության, ամբողջականության, բացառիկության չափանիշները։  Այս սկզբունքները բխում են  ՅՈՒՆԵՍԿՕ-ի Համաշխարհային ժառանգության կոնվենցիայից, ԻԿՕՄՕՍ-ի և այլ միջազգային կառույցների փաստաթղթերից:
