Քաղաքագետ Դերենիկ Մալխասյանը նկատում է.
 
«Ի՞նչն է Հայաստանում անհանգստացնում ղրղզ, մոնղոլ, ուգանդացի, նեպալցի, ինդոնեզացի․․․ բնապահպան ակտիվիստներին․ ի՞նչ կապ կարող է ունենալ սրանց հետ Ալիևը։
 
Պատահական չէ, որ արևմտյան ազդեցիկ երկրներում գործում է օտարերկրյա գործակալների մասին օրենքը, և բոլոր այն կազմակերպությունները, որոնք այլ պետություններից գումարներ են ստանում հանրային գործունեություն ծավալելու համար, խիստ վերահսկողության տակ են։
 
Հայաստանում այս խնդիրը օր օրի ավելի արդիական է դառնում՝ ռազմական, տնտեսական ու ինֆորմացիոն անվտանգությունն ապահովելու տեսանկյունից։
 
Այս առումով հատկապես մտահոգիչ է վիճակը այսպես կոչված բնապահպանական ուղղվածություն ունեցող ՀԿ-ների ու ակտիվիստների ոլորտում, որոնց մեծ մասը տպավորություն է, թե աշխատում են Հայաստանի տնտեսական շահերի դեմ։
 
Վառ օրինակը Հայաստանի ամենամեծ հանքարդյունաբերական ընկերության՝ ԶՊՄԿ-ի դեմ պարբերաբար բռնկվող արշավներն են։ Ու ընդհանրապես բնապահպան աշխուժակները, որոնց մեջ շատ-շատ են օտարերկրյա գրանտներից սնվողները, կասկածելիորեն սևեռված են հանքարդյունաբերության վրա, որը Հայաստանի տնտեսական ողնաշարն է։
 
Հիմա էլ սրանք ուրախ-ուրախ տարածում են, որ Ղրղզստանում, Մոնղոլիայում, Ուգանդայում, Ուզբեկստանում, Նեպալում ու նմանատիպ այլ երկրներում գործող ինչ-որ անհայտ ծագման ՀԿ-ներ դատապարտող հայտարարություն են տարածել ընդդեմ Հայաստանի ամենամեծ հանքարդյունաբերական ընկերության՝ ԶՊՄԿ-ի՝ ի պաշտպանություն գործադուլի պատճառով աշխատանքից ազատված կոմբինատի 25 նախկին աշխատակիցների։
 
Ասենք, մի հատ մտածեք՝ աֆրիկական, ասիական ու անգամ եվրոպական որևէ երկրում օտարերկրյա գրանտներով գոյություն քարշ տվող ՀԿ-ի ինչ դարդն է, թե Հայաստանում 25 հոգի աշխատանքից ազատվել են։ Ահասարսուռ բան տեղի չի ունեցել այդ աշխատակիցների հետ՝ ո՛չ սպանել են, ո՛չ խոշտանգել են, ո՛չ առևանգել են․․․ ընդամենը աշխատանքից են ազատել։ Բայց արի ու տես, որ ղրղզ ու մոնղոլ բնապահպան աշխուժակները որոշում է դատափետել Հայաստանի խոշոր արդյունաբերական ընկերությանն ու ինչ-որ բան պահանջել։
 
Ու Հայաստանում էլ գտնվում են կազմակերպություններ, որ սրանց արածի տակ ստորագրում են ու տարածում։
Մեկ մտածում ես խելքերը չի հասնում, աշխարհի բանից անտեղյակ ապրում են, բայց հետո հիշում ես, որ Հայաստանի հանքերի դեմ հայ բնապահպան ակտիվիստների հետ հավասար պայքարում է նաև Ադրբեջանը։ Բաքվում լավ են հասկանում, թե ինչ թիրախների պետք է խփել՝ Հայաստանին ծնկի բերելու համար։
 
Ու կարծում եմ, որ Ալիևի համար որևէ խնդիր չէր միջնորդավորված մի քանի հազար դոլար շպրտել ուգանդացի, ինդոնեզացի, ղրղզ ու մոնղոլ բնապահպան կոչվածներին ու պահանջել, որ դատապարտեն Հայաստանի խոշոր հանքարդյունաբերական ընկերությանը։ Սրանք էլ փողին մունաթ սկզբունքով հաստատ կանեին։
 
Ու այս իրավիճակում զարմացնում են հայ բնապահպան աշխուժակների, մեղմ ասած, չմտածված քայլերը։ Կամ գուցե ես եմ իրենց մասին լավ կարծիքի ու իրենք լավ էլ գիտեն, թե ինչի տակ են ստորագրում ու ինչպես են խփում Հայաստանի կենսական շահերին։ Ամեն դեպքում Հայաստանի բնապահպանական ՀԿ-ների ոլորտը լուրջ լյուստրացիայի կարիք ունի»։
