«Փաստ» օրաթերթը գրում է.

Հունիսի 14-ին կալանավորվեց Երևանի Շենգավիթ վարչական շրջանի արդեն նախկին ղեկավար, քպական Ռազմիկ Մկրտչյանը, որն աշխատանքից ազատման դիմում էր գրել հունիսի 10-ին։

Քպականն, ի դեպ, պաշտոնից ազատման ուղերձում մոտավորապես նշում էր, թե ինչքան շատ առաջարկներից է հրաժարվել հանուն նրա, որ մնա թաղապետ և աշխատի ի շահ համայնքի։ Այդ «ծառայությունը», փաստորեն, արժանանում է իրավական «գնահատականի»։

Լրատվամիջոցները կալանավորման երկու պատճառ են նշել. մեկն այն է, որ աշխատասենյակում ծեծել է ՔՊ-ի Շենգավիթի տարածքային կառավարման խորհրդի նախագահ Տիգրան Մակարյանին և զրկել նրան ազատությունից. դա, ըստ էության, հենց խոշտանգում է։ Մյուս պատճառը, համաձայն հրապարակումների, կապ ունի այս տարվա ապրիլին Շենգավիթի թաղապետարանում խուզարկությունների և ձերբակալությունների հետ։ Հիշեցնենք, որ Շենգավիթ վարչական շրջանի աշխատակազմում իրավապահները գործողություններ էին իրականացրել և աշխատակիցների ձերբակալել ՝ կաշառք պահանջել-ստանալու համար։

Թվում է՝ ներքպական սովորական պրոցես է. Մկրտչյանը ո՛չ առաջինն է, ո՛չ էլ վերջինը, որ ծառայություններ մատուցելուց հետո աշխատանքից ազատվում ու կալանավորվում է: Սակայն այստեղ ուշագրավ է մեկ այլ հանգամանք. Ռազմիկ Մկրտչյանը հերթական քպականն է, որի պաշտոնի նշանակվելու միակ «արժանիքը» եղել է երկրորդ նախագահ Ռոբերտ Քոչարյանի ասուլիսը տապալելը։ Հիշեցնենք՝ 2018 թ. օգոստոսի 13-ին, երբ վերաքննիչ դատարանը կալանքից ազատ արձակեց հակասահմանադրական գործով կալանավորված Ռոբերտ Քոչարյանին, մեկ օր անց երկրորդ նախագահը հրավիրեց մամուլի ասուլիս։ Մի խումբ իշխանական «ակտիվիստներ» ներխուժեցին «Էրեբունի պլազա» բիզնես կենտրոն, որտեղ հրավիրվել էին լրատվամիջոցները, և գոռգոռոցներով, անպատիվ վանկարկումներով, նաև անվտանգության աշխատակիցներին քաշքշելով՝ փաստացի խափանեցին ասուլիսը, որը, բնականաբար, տեղի չունեցավ։ Ուշագրավ է, որ ասուլիսը տապալածների մեծ մասը շատ արագ տարբեր պաշտոնների նշանակվեցին, այդ թվում՝ Ռազմիկ Մկրտչյանը, որը մյուսների պես երիտասարդ էր և անփորձ, բայց, որպես «փոխհատուցում», նշանակվեց Շենգավիթի թաղապետ։

Երկրորդ նախագահի ասուլիսը տապալածները անցնող տարիների ընթացքում տարբեր քրգործերի շրջանակներում ազատվեցին աշխատանքից, հիմա հերթը հասավ Ռազմիկ Մկրտչյանին։

Հիշեցնենք նաև, որ Ռոբերտ Քոչարյանի ասուլիսը տապալող Ռազմիկ Մկրտչյանը վանկարկում էր «Ռոբերտ, հանցագործ», «Ռոբերտ, մարդասպան»։ Այնինչ 7 տարի անց նա կալանավորվում է իր կաբինետում անձի խոշտանգման, ազատությունից զրկելու հատկանիշներով։
