«Փաստ» օրաթերթը գրում է.
Էկոնոմիկայի նախարարությունն առաջարկում է փոփոխություն և լրացումներ կատարել կառավարության 2023 թվականի սեպտեմբերի 7-ի N 1530-Լ որոշման մեջ։ «2023 և 2024 թվականներին խաղողի մթերումներ իրականացնող տնտեսվարողներին գյուղատնտեսական հումքի մթերումների (գնումների) նպատակով տրամադրվող վարկերի շրջանակներում բյուջետային երաշխիքների տրամադրման կարգը հաստատելու մասին» N 1530-Լ որոշման հիման վրա 2023 թվականին բյուջետային երաշխիքներ են տրամադրվել խաղող մթերող 3 կազմակերպության մոտ 2,7 մլրդ դրամի չափով՝ 3 տարի 9 ամիս մարման ժամկետով, որոնց մարումները կսկսվեն 2025 թ. նոյեմբեր-դեկտեմբեր ամիսներից։ Նույն որոշման հիման վրա 2024 թվականին բյուջետային երաշխիքներ են տրամադրվել խաղող մթերող ևս 3 կազմակերպության մոտ 3,1 մլրդ դրամի չափով՝ 2 տարի 3 ամիս մարման ժամկետով, որոնց մարումները կսկսվեն 2025 թ. հոկտեմբեր-դեկտեմբեր ամիսներից։
Նշվում է, որ 2025 թ. ապրիլի 17-ից սկսած Վրաստանի մաքսային ծառայության կողմից անհիմն կանգնեցվել են հայկական ընկերությունների կողմից դեպի Ռուսաստան և Բելառուս արտահանվող շշալցված կոնյակ տեղափոխող բեռնատարները՝ արտահանվող կոնյակի նմուշների լաբորատոր փորձաքննություն իրականացնելու պատրվակով։ Բեռնատարներում առկա յուրաքանչյուր տեսականուց փորձաքննության նպատակով կատարվում է նմուշառում, իսկ բեռնատարները տեղափոխվում են Գեզի մաքսային տերմինալ։
Ոլորտի տնտեսվարողների կողմից տրամադրված ոչ պաշտոնական տեղեկատվության համաձայն՝ 2025 թ. հունիսի 10-ի դրությամբ Գեզի տերմինալում կուտակվել է շշալցված հայկական կոնյակով բարձված մոտ 180 բեռնատար։ Մաքսային տերմինալում կանգնելու ժամանակահատվածում տնտեսավարողների համար առաջանում են լրացուցիչ ծախսեր (1 օրվա կտրվածքով մոտ 100 ԱՄՆ դոլար վճարվում է բեռնափոխադրող կազմակերպությանը), չեն կարողանում ապահովել ապրանքի մատակարարումն առևտրի ցանցերի հետ կնքված մատակարարման պայմանագրերում նշված ժամկետներում, որի դեպքում ենթարկվում են մատակարարման ենթակա ընդհանուր խմբաքանակի արժեքի 20 տոկոսի չափով տուգանքի և զրկվում են չմատակարարված խմբաքանակը հետագայում մատակարարելու իրավունքից։ Բացի այդ, նման իրավիճակը կրկնվելու դեպքում առևտրային ցանցերը սկսում են խուսափել տնտեսվարողների հետ մատակարարման պայմանագրեր կնքելուց։ Այս դեպքում նվազում է նաև կոնյակի արտահանման ծավալները։
Ստեղծված իրավիճակում էականորեն կրճատվել են ընկերությունների ֆինանսական մուտքերը, լուրջ խնդիրներ են առաջացել աշխատակիցների աշխատավարձերի վճարման, հարկային ու վարկային պարտավորությունները սահմանված ժամկետում կատարելու, հետագայում նաև խաղողի մթերումների գործընթացը կազմակերպելու հարցերում։
Նախագծով առաջարկվում է որոշման մեջ կատարել համապատասխան փոփոխություն և լրացումներ, ըստ որոնց՝ եթե 2023 թվականին տրամադրված վարկերի մայր գումարի մարման ժամկետները ծրագրին մասնակից ֆինանսական կառույցների և շահառուների փոխադարձ համաձայնությամբ երկարաձգվում է մինչև 6 ամիս ժամկետով, ապա նույն ժամկետով երկարաձգվում է նաև 2023 թվականին տրամադրված բյուջետային երաշխիքների մարման ժամկետները, և դրանով պայմանավորված փոփոխվում է բյուջետային երաշխիքների հիման վրա վճարման պահանջ ներկայացնելու համար սահմանված ժամկետը։
