ՏԿԵ նախարարությունը ցանկանում է բացառել ճանապարհներին ոչ պատշաճ տեսքի գովազդային վահանակների առկայությունը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Տարածքային կառավարման և ենթակառուցվածքների նախարարությունն առաջարկում է փոփոխություն և լրացումներ կատարել կառավարության 2006 թ. հունվարի 19-ի N 765-Ն որոշման մեջ։ Հայաստանի ընդհանուր օգտագործման պետական ավտոմոբիլային ճանապարհների օտարման շերտերում և պաշտպանական գոտիներում գովազդային վահանակները տեղադրվում են «Հայաստանի Հանրապետության ընդհանուր օգտագործման պետական ավտոմոբիլային ճանապարհներին գովազդի (գովազդային վահանակի) տեղադրման, ինչպես նաև ապօրինի տեղադրված գովազդային վահանակի ապամոնտաժման կարգը սահմանելու մասին» N 765-Ն որոշման 1-ին կետով հաստատված կարգով։ Ներկայացված որոշումն ընդունելու անհրաժեշտությունը պայմանավորված է ճանապարհը տնօրինող մարմնի և գովազդակիր կազմակերպության միջև գովազդային վահանակի սպասարկման պայմանագրային հարաբերություններ սահմանելու միջոցով ճանապարհներին տեղադրված գովազդային վահանակների, պաստառների, գովազդային վահանակների պաշտպանիչ ինժեներական կառույցների արտաքին պատշաճ տեսքն ապահովելու անհրաժեշտությամբ։

Կարգով սահմանված է գովազդակիր կազմակերպության պարտավորությունն առ այն, որ նա պարտավոր է ապահովել գովազդային վահանակի պատշաճ վիճակը, ժամանակին ներկել, փոխել պատռված պաստառը և այրված լամպերը։ Ուսումնասիրությունները վկայում են, որ ճանապարհներին առկա են ոչ պատշաճ տեսքի, ժանգոտված և գունաթափված գովազդային վահանակներ, որոնք չեն սպասարկվում գովազդակիրների կողմից և խաթարում են վերանորոգված ճանապարհային համակարգերի արտաքին պատշաճ տեսքը։

Առաջարկվում է գովազդատուի և ճանապարհը տնօրինող մարմնի միջև հարաբերությունները տեղափոխել պայմանագրային տիրույթ, որի միջոցով կանոնակարգել գովազդային վահանակի սպասարկմանը և նրա պատշաճ արտաքին տեսքի ապահովմանը վերաբերող պարտավորությունները:

Իրավական ակտի կիրառման դեպքում կլինեն գործողություններ ուղղված ընդհանուր օգտագործման պետական ավտոմոբիլային ճանապարհների օտարման շերտերում և պաշտպանական գոտիներում տեղադրված գովազդային վահանակների պատշաճ տեսքն ապահովելուն, այդ թվում՝ պատադիր աշխատանքների (վահանակի և պաշտպանիչ ինժեներական կառույցների ներկում և այլ ընթացիկ գործողություններ) պարբերականություն։ Նշված պարբերականությունից դուրս՝ տարբեր պատճառներով գովազդային վահանակի, պաշտպանիչ ինժեներական կառույցների, գովազդային պաստառի և նրա լուսավորության տարրերի վնասվածքները նորոգելու ժամկետները սահմանվելու են ճանապարհը տնօրինող մարմնի և գովազդակիր կազմակերպության միջև կնքվող՝ գովազդի սպասարկման պայմանագրով։

Պայմանագիրը կդառնա պարտադիր պայման: Գովազդի սպասարկման պայմանագրի բացակայության դեպքում լիազոր մարմնի կողմից գովազդային վահանակի տեխնիկական պայմաններին համապատասխանության ակտ չի տրամադրվի կամ կմերժվի գովազդակիր կազմակերպության՝ գովազդային վահանակի տեղադրման թույլտվությունը մեկ տարի երկարաձգելու դիմումը:
