ՀՀ ԱԺ պատվիրակության անդամ Վլադիմիր Վարդանյանը ելույթ է ունեցել ԵԽԽՎ ամառային նստաշրջանի ընթացքում: Պատգամավորն իր ելույթում, մասնավորապես, նշել է.
«Շնորհակալություն, պարո՛ն նախագահող:
Տիկնա՛յք և պարոնա՛յք, ռազմագերի լինելը պատիժ չէ: Դա պարզապես ռազմական միջոց է՝ կանխելու համար տվյալ անձանց հետագա մասնակցությունը ռազմական գործողություններին, կանխարգելու նրանց հետագա վերադարձը ռազմադաշտ:
Ցավոք, այն իրավիճակը, որին այսօր բախվում ենք, հավասարեցնում է ռազմագերիներին հանցագործների կարգավիճակին: Մենք հավասարեցնում ենք ռազագերիների ճամբարները քրեակատարողական հիմնարկներին: Եվ, ցավոք, ռազմագերիներն ավելի ու ավելի հաճախ են ենթարկվում կտտանքների և խոշտանգումների:
Սա ամբողջովին խարխլում է Ժնևյան կոնվենցիայի տրամաբանությունը, խարխլում է միջազգային մարդասիրական իրավունքի էությունը, որի համաձայն՝ զինվորին գերելը սոսկ նրա վերադարձը մարտադաշտ կանխելն է:
Իսկ երբ մենք խոսում ենք ռազմագերիների մասին, երբ խոսում ենք գերիների փոխանակման մասին, պետք է չմոռանանք, որ պատերազմական գործողությունների ավարտից հետո բոլոր ռազմագերիները պետք է հայրենադարձվեն: Ռազմագերիների հայրենադարձման անհիմն ձգձգումն ինքնին միջազգային հանցագործություն է:
Բայց, ավելին՝ Ժնևյան կոնվենցիաները, միանշանակ, սահմանում են, որ որոշ կատեգորիայի ռազմագերիներ պետք է հայրենադարձվեն, նույնիսկ ռազմական գործողությունների ընթացքում: Դրանք են՝ անդամալույծները, հոգեկան հիվանդություն կամ լուրջ առողջական խնդիրներ ունեցողները: Այս կատեգորիան պետք է ազատ արձակվի նույնիսկ ռազմական գործողությունների ժամանակ:
