«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունն առաջարկում է փոփոխություն և լրացում կատարել կառավարության 2024 թվականի մայիսի 30-ի N 818-Լ որոշման մեջ։ Այս նախագծի ընդունման անհրաժեշտությունը պայմանավորված է «Հայաստանի Հանրապետությունում խոշոր և մանր եղջերավոր կենդանիների համարակալում և հաշվառում» ծրագրի շրջանակներում խոշոր և մանր եղջերավոր կենդանիների համարակալման նպատակով պետության կողմից կատարվող ծախսերի՝ պետական բյուջե մասնակի վերադարձով։

Հանրապետությունից արտահանվում են խոշոր և մանր եղջերավոր կենդանիներ, մասնավորապես՝ ընթացիկ տարվա ընթացքում ծնված հորթերը և գառները։ Վերջիններս հանրապետությունում պահվում են մինչև 3 ամիս, իսկ պետության կողմից ֆինանսական ծախսերը ներառում են անասնաբույժի վճար և ականջապիտակների գումար։ Ստացվում է, որ արտահանվող կենդանիները չեն պահվում հանրապետությունում հետագա բուծման նպատակով, հետևաբար և առաջարկվում է արտահանվող կենդանիների վրա պետության կողմից կատարվող ծախսերը հետ վերադարձվեն պետական բյուջե։

Նախագծով առաջարկվում է ծրագրում կատարել համապատասխան լրացումներ՝ խոշոր և մանր եղջերավոր կենդանիների արտահանման դեպքում, մինչև առողջության կամ անասնաբուժական սերտիֆիկատները կամ համապատասխանության տեղեկանքի տրամադրումը արտահանմամբ զբաղվող ֆիզիկական, իրավաբանական անձինք և անհատ ձեռնարկատերերը պարտավոր են ծրագրի իրականացման համար նախատեսված ծախսերը՝ ականջապիտակների միավորի գինը վերադարձնել պետական բյուջե։

Նախագծով առաջարկվում է նաև իրավաբանական անձանց և անհատ ձեռնարկատերերին պատկանող տնտեսություններում բուծվող խոշոր և մանր եղջերավոր կենդանիների ականջապիտակի նույնականացման անհատական համարի ամրացումն իրականացնել վճարովի սկզբունքով՝ ականջապիտակների միավորի գինը վերադարձնելով պետական բյուջե։

Նշվում է, որ 2025 թվականին խոշոր եղջերավոր կենդանիների ականջապիտակների մեկ զույգի միավոր արժեքը կազմել է 115,2 դրամ, իսկ խոշոր եղջերավոր կենդանիների ականջապիտակներինը՝ 166,3 դրամ։

Նախատեսվող լրացումները նախատեսվում է կիրարկել 2027 թվականի հունվարի 1-ից։

Նախարարությունը հիշեցնում է, որ ծրագիրը մեկնարկել է 2022 թվականի նոյեմբերին, որի շրջանակներում իրականացվում էր միայն խոշոր եղջերավոր կենդանիների համարկալում և հաշվառում։ Կենդանու վերաբերյալ տեղեկությունը (անասնատեր, կենդանու նույնականացման անհատական համար, հաշվառման վայր, անասնաբուժական միջոցառումներ, տեղաշարժ և այլն) մուտքագրվում է «ԱՆԻ ՊԱՍ» էլեկտրոնային տեղեկատվական համակարգ։ Ծրագիրը յուրաքանչյուր տարի ֆինանսավորվում է պետական միջոցների հաշվին՝ անասնաբույժի վճար, անասնաբուժական պարագաների, «ԱՆԻ ՊԱՍ» էլեկտրոնային տեղեկատվական համակարգի տեխնիկատեղեկատվական սպասարկման ծառայության ձեռքբերում։ 2025 թվականին մեկնարկել է նաև մանր եղջերավոր կենդանիների համարակալման և հաշվառման գործընթացը, որը նույնպես իրականացվում է պետական միջոցների հաշվին։
