Հայոց պետականության վերականգնման 34 տարիներից 30-ը մենք միասին անցել ենք՝ Սահմանադրության պատվարով ամուր պաշտպանված։ Ուզում եմ նշել, որ ո՛չ անկախության վերականգնմամբ և ո'չ էլ Սահմանադրության ընդունմամբ մեր ժողովրդի ու պետության առջև ծառացած մարտահրավերներն ինքնաբերաբար չեն վերացել: Ավելին, անկախության վերականգնումն ու հայոց պետականության ամրապնդումը որոշ առումներով նոր մարտահրավերներ են առաջ բերել։ Բայց անգամ այս պարագայում, ցանկացած տեսակի և ձևի մարտահրավերների հաղթահարումն էլ ուղղակիորեն կապված է Սահմանադրության, դրանում ամրագրված արժեքների գործնականում պահպանման և ամուր ժողովրդավարական պետություն կառուցելու հետ։ Այս մասին իր պաշտոնական ելույթում նշել է Սահմանադրական դատարանի նախագահ Արման Դիլանյանը Սահմանադրության 30-ամյակի հանդիսավոր միջոցառման ժամանակ:
Արման Դիլանյանն ընդգծել է, որ «Սահմանադրությունը բացառիկ հնարավորություն է տալիս՝ ձևավորելու այնպիսի հանրային իրավագիտակցություն, որի համար մերժելի կլինեն անարդարությունն ու խտրականությունը, և որն անտարբեր չի լինի իր պետության բարեկեցության ու սահմանադրական արժեքների նկատմամբ, որտեղ իրավունքի գերակայությունը կընկալվի որպես կայուն ու անփոփոխ, որևէ միջամտության համար անհասանելի մի իրողություն, որը չի ճանաչում այլ ազատություն կամ հավասարություն, քան այն ազատությունն ու հավասարությունը, որը գալիս է իրավական օրենքից»: Սահմանադրական դատարանի նախագահի խոսքով՝ թեև Սահմանադրությունը չունի մեզ հուզող բոլոր հարցերի ուղիղ պատասխանները, բոլոր խնդիրների լուծումները, սակայն այն պարունակում է դրանց լուծման բանաձևերը և բոլորիս համար հավասար հնարավորություն է ստեղծում՝ մեր կարողություններին համապատասխան կերտելու ազատ քաղաքացու մեր սեփական պատկերը: «Վերստին շնորհավորելով բոլորիս՝ ուզում եմ ևս մեկ անգամ ընդգծել, որ այս օրը լավ հնարավորություն է, որ Հայաստանի Հանրապետությունում յուրաքանչյուրս վերաիմաստավորենք Սահմանադրության, ինքնիշխան պետականության և քաղաքացիական համերաշխության բարձր արժեքը։ Սահմանադրական արժեքներն իրական կյանք բերելն է մեր Հայրենիքի հզորացման, բարգավաճման, սերունդների ազատության և ընդհանուր բարեկեցության բանալիներից մեկը։ Աստված պահապան մեր ժողովրդին ու պետությանը»,- եզրափակել է ՍԴ նախագահը։
