Վերահսկիչ պալատի հիման վրա ստեղծվելու է ավելի անկախ Հաշվեքննիչ պալատ

Հայաստանում Վերահսկիչ պալատի հիման վրա ստեղծվելու է Հաշվեքննիչ պալատ, ինչն արմագրված է նոր Սահմանադրությամբ:   Այդ մասին լրագրողների հետ զրույցում նշեց ԱԺ ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովի նախագահ Գագիկ Մինասյանը` ավելացնելով, որ նրանց նպատակները նույնն են` տնօրինել հանրային ֆինանսների և հանրային սեփականո ւթյան արդյունավետ կառավարումը: 

«Հաշվեքննիչ պալատը լինելու է չափազանց անկախ մարմին, քան այսօրվա Վերահսկիչ պալատը: Խորհրդարանն իր վերահսկողական առաքելությունը մեծ մասով իրականացնում է` հաստատելով Վերահսկիչ պալատի գործունեության տարեկան ծրագիրը, իսկ այսուհետ այն հաստատելու է Հաշվեքննիչ պալատը` ինքնուրույն: Վերահսկիչ պալատի թիկունքում, որպես վերահսկող մարմին, Ազգային ժողովն էր, իսկ Հաշվեքննիչ պալատի թիկունքում օրենքն է: Նոր Սահմանադրությունն էլ ավելի մեծ անկախություն է տալիս Հաշվեքննիչ պալատին, որը հատուկ է Ինտոսայի սկզբունքներին, որոնցից մեկն էլ Հաշվեքննիչ պÕ �լատների բացարձակ անկախությունն է»,- «Արմենպրես»-ի հաղորդմամբ` Գագիկ Մինասյանը:

Միաժամանակ պատգամավորը նշեց, որ Հաշվեքննիչ անկախ մարմինը պետք է զերծ մնա քաղաքական բնույթի հայտարարություններից, որպեսզի այս կառույցի նկատմամբ հանրային վստահությունը մեծ լինի: «Նրա աշխատանքը պետք է չափազանց թափանցիկ լինի, իր աշխատանքը պետք է վերահսկելի լինի և՛ հասարակության կողմից, և՛ խորհրդարանի, այսինքն ԱԺ ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովի»,-ասաց Գագիկ Մինասյանը: 

Միաժամանակ նա նշեց, որ Հաշվեքննիչ մարմինն իր գործունեության արդյունքները տարվա ընթացքում 10-15 անգամ պետք է ներկայացնի ԱԺ-ին, այլ ոչ թե ներկայիս նման՝ 2 անգամ: 

Բացի այդ, նոր օրենքով Հաշվեքննիչ պալատի խորհրդի անդամների թեկնածությունները կառաջադրի ԱԺ ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովը, որի քվեարկությունը կիրականացնի Ազգային ժողովը:  «Անդամների գործունեության ժամկետը 6 տարի է: Ամեն տարի տեղի է ունենալու նրանցից յուրաքանչյուրի ընտրությունը: Կարևորագույն առանձնահատկություններից է նաև, որ Հաշվեքննիչ պալատում իրականացվելու է ոչ միայն ներքին աուդիտ, այլև արտաքին: Այսինքն, նրա գործունեությունը ևս վերահսկվելու է և արդյունքները ներկայացվելու են հանրությանը»,-ասա ց Գագիկ Մինասյանը: 

Հաշվեքննիչ պալատի ստեղծման օրինակը վերցվել է էստոնական փորձից, քանի որ, ըստ Մինասյանի, Էստոնիան որպես հետխորհրդային պետություն ունի նույն առանձնահատկություններն, ինչ Հայաստանը և համարվում է խորհրդարանական պետություն:
