Եթե երրորդ կողմն է վերահսկելու Սյունիքով ճանապարհը, նշանակություն չունի լինելու են ռուսները՝ նոյեմբերի 9–ի պայմանագրի 9–րդ կետով, թե ամերիկացիներ են լինելու, թե հնդիկներ, ըստ միջազգային օրենքի, դա միջանցք է։ Այս մասին NEWS.am–ի հետ զրույցում նշեց քաղաքագետ Արթուր Մարտիրոսյանը։

Ինչ վերաբերում է Աբու Դաբիում Փաշինյան–Ալիև սպասվող հանդիպմանը, նա ասաց. «Պարզ է որ պետք է հանդիպեն, քանի որ արդեն Էրդողանը ասել էր, որ առաջընթաց կա այդ առաջընթացը պետք է երևի ինչ–որ նոր զիջումների մասին լինի։ Էրդողանի համար առաջընթաց է, երբ Փաշինյանը համաձայնում է Ալիևի պահանջների հետ։ Հիմա այդ պահանջները պետք է շարունակեն քննարկել, բայց իրենց կենացները քաղցրանալու են, իսկ մեզ համար շատ դառը հետևանքներ է լինելու դրանից։

Մինչև վերջերս կառավարության դիրքորոշումը հետևյալն էր, որ միայն ճանապարհ պետք է լինի, հետո հանդիպում է Էրդողանի հետ, ու երբ Էրդողանն ասում է, որ Փաշինյանն ավելի ճկուն է դարձել, ուրեմն դու փոխել ես, չէ՞, քո դիրքորոշումը։

Պարզ է որ դա կարող է լինել ադրբեջանական և թուրքական կողմերի շահերի բավարարումը, նաեւ Փաշինյանի շահերի, քանի որ դա նպաստելու է ռուսներին տարածաշրջանից դուրս մղելուն։

Այսինքն դու անում ես այն, ինչ որ գրված է պայմանագրում, ուղղակի ոչ թե ռուսները դա պետք է անեն, այլ ամերիկացիները։ Հիմա թե ով է կոնկրետ լինելու, որտեղի մասնավոր ռազմական ընկերությունն է լինելու, այդ ընկերության անձնակազմում նախկին թուրքական սպաներ, օրինակ, կարող են լինել, մենք որևէ բան չգիտենք դրա մասին, մեզանից դա գաղտնի է»,–ասաց նա։

Արթուր Մարտիրոսյանը կանխատեսեց, որ մինչեւ Ալիևը չստանա այն, ինչ պահանջում է, որեւէ բան չի ստորագրի. «Իհարկե, Ռուսաստանի հետ լարվածությունը կարող է ինչ-որ չափով ազդել նաև այս ընթացքի վրա, բայց հիմնականում Ալիևը այնպես չի, որ հիմա սկսել է վստահել Փաշինյանին։ Իսկ եթե կողմերը չեն վստահում իրար, կամ մի կողմը չի վստահում, նա ուզում է ամեն ինչ ստանա, իսկ իր պահանջները միայն միջանցքին չեն վերաբերում։ Դրանք վերաբերվում են նաև անկլավներին,  դեմարկացիան իր պահանջած ձևով անցկացնելուն, Սահմանադրության փոփոխությանը, արևմտյան Ադրբեջանին, ադրբեջանցիների վերաբերակեցմանը, նաև, ինչու չէ, Հայաստանում ռեվանշիստների հախից գալուն։

Փաշինյանը այս իր արշավով հող է պատրաստել, որ ինքը խոսելու տեղ ունենա Ալիևի հետ, որ կարողանա զեկուցել, որ այդ ուղղությամբ ինքը քայլեր է անում։ Մինչև 2026 թվի ընտրություններ ինքը պետք է խոստանա, որ այդ բոլոր հարցերում ինչ-որ առաջընթաց պետք է լինի։

Ալիևը շատ լավ գիտակցում է, որ Փաշինյանին շատ կարևոր է այդ փաստաթուղթը, որովհետև այդ փաստաթուղթը լինելու է նաև ընտրարշավի ամենակարևոր դրույթերից մեկը, որ ժողովրդին ասի՝ ես խաղաղություն բերեցի, մնում է լավ ապրելը, որի վրա ես աշխատում եմ»,– ընդգծեց նա։
