«Փաստ» օրաթերթը գրում է.
Պետական գույքի կառավարման կոմիտեն հանրային քննարկման է ներկայացրել նախագիծ, որով առաջարկում է լրացումներ կատարել կառավարության 2024 թվականի դեկտեմբերի 19-ի N 2037-Ն որոշման մեջ։ Իրավական ակտի ընդունումը պայմանավորված է պետական սեփականություն համարվող բնակելի տարածքների նվիրատվության գործընթացի հստակեցմամբ։ Գործող որոշմամբ նվիրատվությամբ կարող են տրամադրվել միայն պետական, բյուջետային հիմնարկների տնօրինության տակ գտնվող հանրակացարանային բնակելի տարածքները և սեփականաշնորհման ներկայացվել հանրակացարանային բնակարանային ֆոնդը, սակայն առկա են դեպքեր, երբ բնակելի տարածքներում երկար տարիներ, որոշ դեպքերում՝ նաև երեք տասնամյակից ավելի, բնակվում են բնակիչներ։ Այս դեպքում հիմնականում զինծառայողներ, ծառայությունից սահմանված կարգով արձակված նախկին զինծառայողներ և նրանց ընտանիքները, որոնց կողմից զբաղեցրած բնակելի տարածքները պետական կառավարման մարմնի հաշվեկշիռ են անցել նախկին ԽՍՀՄ զինված ուժերից (հիմնական մասն արդեն իսկ զինծառայողներին հատկացված է եղել ԽՍՀՄ-ի ժամանակաշրջանում, իսկ մի մասը զինծառայողներին հատկացվել է Հայաստանի ԶՈւ-ի կազմավորման սկզբնական տարիներին): Տվյալ բնակելի տարածությունների հատկացումները չեն համապատասխանում կառավարության 2007 թվականի մարտի 7-ի N 384-Ն որոշմամբ հաստատված կարգի պահանջներին:
Մասնավոր դեպքով՝ Դիլիջան քաղաքի Թբիլիսյան խճուղի (Զինավան-2) հասցեում բնակվող բնակիչների մի մասն անցած երեք տասնամյակի ընթացքում անձնական միջոցներով վերանորոգել է իրենց կողմից զբաղեցրած բնակելի տարածությունները, դարձել կոմունալ ծառայությունների բաժանորդներ, սակայն չեն համապատասխանում N 384-Ն որոշմամբ հաստատված կարգի պահանջներին, դիմել են վարչապետին՝ խնդրելով նշված բնակելի տարածություններն անհատույց սեփականության իրավունքով նվիրատվության կարգով տրամադրել իրենց։ Որոշվել է հարցը կարգավորել N 2037-Ն որոշման շրջանակներում։ Նախագծով հնարավորություն կտրվի պետական սեփականություն հանդիսացող բնակելի տարածքների բնակիչներին, որոնք կբավարարեն N 2037-Ն որոշման պահանջները, նվիրատվությամբ տրամադրել իրենց կողմից զբաղեցրած բնակելի տարածքները։
