«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2022 թվականի հունվարի 27-ի (Հայաստանի Հանրապետությունում գյուղատնտեսական տեխնիկայի լիզինգի աջակցության ծրագիրը հաստատելու մասին) N 105-Լ որոշման մեջ։

Նշվում է, որ հանրապետությունում շահագործվող գյուղատնտեսական տեխնիկայի մեծ մասը անցել է մաշվածության համար սահմանված ժամկետները: Գյուղատնտեսական արտադրությունն անհրաժեշտ չափով բավարարված չէ տեխնիկական միջոցներով ինչպես քանակական, այնպես էլ որակական առումով: Համաձայն արդարադատության նախարարության իրավաբանական անձանց պետական ռեգիստրի գործակալության կողմից ներկայացված տվյալների, հանրապետությունում գործում է գյուղատնտեսական տարբեր ուղղվածություն ունեցող շուրջ 500 գյուղատնտեսական և սպառողական կոոպերատիվ, որից մոտ 150-ը՝ գյուղատնտեսական։

Ագրարային ոլորտում կարևորվում է կոոպերացիայի խթանումը և գյուղատնտեսական կոոպերատիվների (ԳԿ) զարգացումը։ Միաժամանակ, ֆինանսական միջոցների սղության պատճառով ԳԿ-ների մոտ հաճախ առաջանում են խնդիրներ՝ արդյունավետ գործունեության վարման համար ծրագրի շրջանակում գյուղատնտեսական տեխնիկա ձեռք բերելու հարցում, մասնավորապես, 20 տոկոս կանխավճարի առկայությամբ պայմանավորված։

Նախագծով առաջարկվում է ծրագրում կատարել լրացում և գյուղատնտեսական կոոպերատիվների համար լիզինգի տոկոսադրույքը (առավելագույնը՝ 14 տոկոս) սուբսիդավորել այնպիսի չափաքանակով, որ վերջինիս կողմից վճարման ենթակա լիզինգի տարեկան տոկոսադրույքը կազմի 0 տոկոս։ Այս կարգով շահառու կարող է հանդիսանալ այն ԳԿ-ն, որը չունի լուծարման գործընթացում գտնվելու կամ գործունեությունը (գոյությունը) դադարեցված լինելու կարգավիճակ։

Լիզինգի առարկայի արժեքի կանխավճարի մասնակի սուբսիդավորումը կիրականացվի կարգի հաստատումից հետո՝ մինչև 2026 թվականի դեկտեմբերի 30-ը ֆինանսական կառույցների հետ լիզիգի տրամադրման պայմանագիր կնքած շահառուների համար։

Կարգով սահմանվում է, որ ծրագրի շրջանակում կսուբսիդավորվի լիզինգի առարկայի արժեքի 20 տոկոս կանխավճարի 30 տոկոսը, բայց ոչ ավելի, քան 15 մլն դրամը։ Յուրաքանչյուր շահառուի համար գյուղատնտեսական տեխնիկայի ձեռքբերման համար անհրաժեշտ լիզինգի առարկայի արժեքի կանխավճարի սուբսիդավորման հանրագումարը չի կարող գերազանցել 15 մլն դրամը, իսկ գերազանցող մասի վճարման պարտավորությունը կրում է շահառուն։ Կարգի շրջանակում լիզինգի կանխավճարի սուբսիդավորման գործընթացը նախաձեռնում են ֆինանսական կառույցները։

Այս նախագծի ընդունման կապակցությամբ 2025 և 2026 թվականներին ֆինանսավորումը կիրականացվի պետական բյուջեից էկոնոմիկայի նախարարությանը տրամադրված միջոցների հաշվին՝ հաշվի առնելով նաև շահառուների սահմանափակ քանակը։ 2025 թվականի համար լիզինգի տոկոսադրույքի և կանխավճարի սուբսիդավորման համար լրացուցիչ գումար չի պահանջվի, իսկ 2026 թվականի համար կպահանջվի շուրջ 40-50 մլն դրամ։
