Արդեն մեկ ամսից ավելի է, ինչ ձերբակալվեց «Տաշիր» խմբի նախագահ Սամվել Կարապետյանը՝ երկրի խոշորագույն ներդրողներից ու բարերարներից մեկը։
Սամվել Կարապետյանը միայն խոշոր գործարար չէ։ Տարիներ շարունակ նրա ներդրումները ուղեկցվել են սոցիալական նախաձեռնություններով, կրթության, ենթակառուցվածքների, մշակույթի և մարզաշխարհի ոլորտներում իրականացված ծրագրերով։
Կարապետյանի ընկերությունների կողմից իրականացված նախագծերը մեծապես նպաստել են մի շարք համայնքների վերակառուցմանն ու աշխատատեղերի ստեղծմանը։ Մարդիկ հիշում են ոչ միայն տնտեսական ներդրումները, այլև՝ պատերազմի ընթացքում և դրանից հետո ցուցաբերված հսկայածավալ աջակցությունը։
Վանաձորից Սուրեն Հակոբյանը, ով աշխատում է նորաբաց արդյունաբերական ձեռնարկությունում, նշում է.
Գործարարը՝ որպես քաղաքական գործոնի թիրախ
Սամվել Կարապետյանի հանդեպ ձեռնարկված քայլը հասարակության ճնշող մեծամասնության կողմից դիտարկվում է որպես քաղաքական հետապնդում։ Վերջին ամիսներին ականատես ենք պետական տոտալ բռնաճնշումների՝ ընդդիմադիրների, եկեղեցու, անկախ կառույցների, ինչպես նաև տնտեսական առանցքային դերակատարների նկատմամբ։
Վերլուծաբան Արմեն Հովասափյանը Past.am-ին ասել է.
«Երբ սահմանադրական ինստիտուտները և խոշոր բիզնեսը սկսում են ընկալվել որպես հնարավոր այլընտրանք՝ անկախ քաղաքականությունից, այդտեղ սկսվում են ճնշումները։ Կարապետյանը թեև երբեք քաղաքականությամբ չի զբաղվել, բայց նրա ազդեցությունը տնտեսության և հասարակության տարբեր շերտերի վրա՝ անժխտելի է»։
Չբարձրաձայնված հարցեր
Հասարակության տարբեր շերտերում այժմ տիրում է անորոշություն։ Պետությունն ի՞նչ ազդակ է փոխանցում խոշոր ներդրողներին, որոնք երկար տարիներ ներգրավված են եղել Հայաստանի զարգացման ծրագրերում։ Եթե այս գործընթացը դառնում է նախադեպ, արդյոք այն կարող է ազդեցություն ունենալ երկրի ներդրումային կլիմայի վրա։
Տնտեսագետ Կարեն Ղազարյանը նկատում է.
«Այս պահին հանրությունը ոչ թե միայն ուզում է իմանալ՝ ինչ է տեղի ունեցել, այլ նաև՝ ուր է գնում երկիրը։ Սամվել Կարապետյանը համակարգային ներդրող է և նրա նկատմամբ առկա է ոչ թե իրավական գործընթաց, որոշում է կայացվել քաղաքական գործոններով պայմանավորված»։
Հասարակության սպասելիքները
Այս գործընթացին զուգահեռ քաղաքացիները ցանկանում են ստանալ հստակ և թափանցիկ պատասխաններ՝ զերծ անձնավորված վերաբերմունքից։ Քաղաքական գործընթացների հիմքում դրված իրավական պատվերները ստեղծում են անվստահության մթնոլորտ մեր պետության նկատմամբ։ Իսկ նման իրավիճակներում իշխանության ցանկացած լռություն կարող է շատ ավելի աղմկոտ լինել, քան ասված խոսքը։
