ԱՄՆ Պետդեպարտամենտը մեկնարկում է փորձնական ծրագիր, որը որոշակի երկրներից ժամանած օտարերկրացիներից մինչև 15,000 դոլար կանխավճար կպահանջի՝ տուրիստական և գործնական վիզաների համար, հաղորդում է CBS News-ը։
ԱՄՆ նախագահ Դոնալդ Թրամփը սկսել է իր երկրորդ ժամկետը՝ փորձելով խստացնել օտարերկրացիների մուտքի վերահսկողությունը։ Հենց նրա հրամանով է եղել, որ Ֆինանսների նախարարությունը, Պետդեպարտամենտը և Հայրենիքի անվտանգության նախարարությունը պարտավորվել են վիզային պարտատոմսերի մեխանիզմ ստեղծել։
Նորարարության առանձնահատկություններ
Հետևաբար, ԱՄՆ-ը շուտով նախատեսում է գործարկել փորձնական ծրագիր, որի համաձայն որոշ երկրների զբոսաշրջիկներից և գործարարներից վիզա ստանալու համար կպահանջվի մինչև 15 հազար դոլար կանխիկ գրավի մուծում։
ԱՄՆ Պետդեպարտամենտը համապատասխան հայտարարությունը Դաշնային գրանցամատյանում կհրապարակի առաջիկա օրերին։
Պետդեպարտամենտը այս նախաձեռնությունը անվանում է «դիվանագիտական գործիք», որը կաջակցի ԱՄՆ ազգային անվտանգությանը։
Ծրագիրը կսկսվի Դաշնային ռեգիստրում պաշտոնական հրապարակումից 15 օր անց և կտևի մինչև 2026 թվականի օգոստոսը։
Նորամուծությունը կվերաբերի միայն այն օտարերկրացիներին, ովքեր դիմում են B-1 (գործուղումներ) և B-2 (զբոսաշրջություն) կատեգորիաների ոչ ներգաղթային վիզաների համար։
Նոր պահանջի կիրառման ենթակա երկրների ամբողջական ցանկը դեռևս չի հրապարակվել, սակայն Պետդեպարտամենտից նշել են, որ խոսքը վերաբերում է այնպիսի պետություններին, որտեղ բարձր է «overstay»-ի մակարդակը, այսինքն՝ այն դեպքերը, երբ օտարերկրացիները չեն լքում ԱՄՆ-ը սահմանված ժամկետում, կամ էլ փաստաթղթերի ստուգման մակարդակը բավարար չէ։
ԱՄՆ ներքին անվտանգության նախարարության տվյալներով՝ 2023 թվականին նման խախտումների ամենաբարձր թիվը գրանցվել է Չադի, Լաոսի, Հայիթիի և Կոնգոյի Դեմոկրատական Հանրապետության քաղաքացիների շրջանում։
Գրավի գումարը կտատանվի 5,000-ից մինչև 15,000 դոլարի սահմաններում։ Այն պետք է մուծվի մինչև վիզայի ստացումը և կվերադարձվի, եթե ճանապարհորդը ժամանակին լքի ԱՄՆ տարածքը։ Ծրագիրը չի վերաբերում այն անձանց, ովքեր ԱՄՆ են մուտք գործում առանց վիզայի թույլտվության ծրագրի (Visa Waiver Program) շրջանակներում, որն ընդգրկում է ավելի քան 40 երկիր, այդ թվում՝ եվրոպական պետությունների մեծ մասը։
Չնայած կառավարության կողմից այն հավաստիացումներին, որ ծրագիրը «ժամանակավոր» և «փորձարարական» է, այնուամենայնից փորձագետները վախենում են, որ այն կարող է դառնալ աղքատ երկրներից եկող ճանապարհորդների մշտական խոչընդոտող գործոն և դժվարացնել նույնիսկ ԱՄՆ քաղաքացիների հարազատների ճանապարհորդությունը։
Լրացուցիչ վճար վիզա ստանալու դեպքում
Ի դեպ, գրավի ծրագրի մեկնարկին զուգահեռ՝ ԱՄՆ-ն նաև ներմուծում է լրացուցիչ «վիզայի ամբողջականության վճար»՝ 250 դոլար, որը կդառնա ևս մեկ խոչընդոտ օտարերկրյա ճանապարհորդների համար: Սա, քննադատների կարծիքով, ԱՄՆ վիզան կդարձնի աշխարհում ամենաթանկերից մեկը:
