Հայ-ադրբեջանական հարաբերությունների կարգավորման ներկայիս փուլը մեկնարկել է ՌԴ աջակցությամբ

Ռուսաստանի Դաշնությունը շահագրգռված է Հարավային Կովկասում կայունության և բարգավաճման գոտու ձևավորմամբ: Ամենակարևոր պայմաններից մեկը Ադրբեջանի և Հայաստանի միջև հարաբերությունների համապարփակ կարգավորումն է՝ հիմնված երկու երկրների ժողովուրդների շահերի վրա: Այս մասին հայտարարել է ՌԴ ԱԳՆ պաշտոնական ներկայացուցիչ Մարիա Զախարովան՝ մեկնաբանելով Վաշինգտոնում Հայաստանի և Ադրբեջանի ղեկավարների երեկ տեղի ունեցած հանդիպումը։
«Մենք հետևողականորեն աջակցում ենք բոլոր ջանքերին, որոնք նպաստում են տարածաշրջանային անվտանգության այս կարևոր նպատակի իրականացմանը: Այս առումով, Հարավային Կովկասի հանրապետությունների ղեկավարների հանդիպումը Վաշինգտոնում՝ ամերիկյան կողմի միջնորդությամբ, արժանի է դրական գնահատականի: Հուսով ենք, որ այս քայլը կնպաստի խաղաղության օրակարգի առաջխաղացմանը:
Միևնույն ժամանակ, մինչև վերջերս Բաքուն և Երևանը պնդում էին, որ նախընտրում են երկխոսություն վարել անմիջականորեն՝ առանց արտաքին օգնության:
Հարավային Կովկասի խնդիրները լուծելու լավագույն տարբերակը տարածաշրջանի երկրների կողմից մշակված լուծումների գտնելն ու հետագա իրականացումն է՝ իրենց անմիջական հարևանների՝ Ռուսաստանի, Իրանի, Թուրքիայի աջակցությամբ։
Արտատարածաշրջանային խաղացողների ներգրավումը պետք է նպաստի խաղաղության օրակարգի ամրապնդմանը և չստեղծի լրացուցիչ դժվարություններ և բաժանարար գծեր։ Ցանկալի կլիներ խուսափել Մերձավոր Արևելքում հակամարտությունների լուծման գործում Արևմուտքի օգնության տխուր փորձից։ Հարավային Կովկասի օրինակներից է ԵՄ դիտորդական առաքելության ներկայությունը Հայաստանում, որի գործունեությունը անընդհատ նյարդայնացնում է տարածաշրջանի մյուս երկրներին։
Մենք լրացուցիչ կվերլուծենք Վաշինգտոնի հայտարարությունները տարածաշրջանային հաղորդակցությունների ապաշրջափակման վերաբերյալ։ Այս ոլորտում Ռուսաստանի մասնակցությամբ եռակողմ համաձայնագրերը, որոնցից ոչ մի կողմ չի դուրս եկել, մնում են արդիական։
Կարևոր է նաև հաշվի առնել Հայաստանի անդամակցության գործոնը ԵԱՏՄ միասնական մաքսային տարածքում, մասնավորապես՝ հանրապետության տարածքով տարանցիկ բեռնափոխադրումների կազմակերպման առումով։ Չի կարելի անտեսել այն փաստը, որ Իրանի հետ Հայաստանի սահմանը պահպանում են 1992 թվականի սեպտեմբերի 30-ի միջպետական համաձայնագրի համաձայն տեղակայված ռուս սահմանապահները։
Ադրբեջանի և Հայաստանի միջև խաղաղության մասին համաձայնագրի ստորագրումը և ուժի մեջ մտնելը, ինչպես նաև միջպետական հարաբերությունների հաստատումը կարևորագույն նշանակություն կունենան երկու հարավկովկասյան հանրապետությունների միջև խաղաղություն հաստատելու գործում։ Երկու երկրների միջև հաշտեցումը պետք է տեղավորվի տարածաշրջանային համատեքստում և հիմնված լինի շահերի հավասարակշռության և կողմերի ու հարևան պետությունների առաջնահերթությունների անվերապահ հարգանքի վրա»։
