Հայաստանի Հանրապետության նախագահ Վահագն Խաչատուրյանը ուղերձ է հղել Հայաստանի, Ադրբեջանի և ԱՄՆ-ի եռակողմ հռչակագրի ստորագրման առթիվ։

«Սիրելի հայրենակիցներ,

Հարգարժան գործընկերներ և բարեկամներ,

Օգոստոսի 8-ը մեր ժողովրդի և ողջ տարածաշրջանի պատմության մեջ հիշատակվելու է որպես այն օրը, երբ խաղաղության ճանապարհը ստացավ իր հստակ ու անշրջելի ուրվագիծը։

Հայաստանի Հանրապետությունը, Ադրբեջանի Հանրապետությունը և Ամերիկայի Միացյալ Նահանգները ստորագրեցին համատեղ հռչակագիր՝ հաստատելով, որ անցյալի հակասությունները կարող են և պետք է փոխարինվեն փոխադարձ հարգանքի, բարիդրացիության ու համատեղ զարգացման գաղափարներով։

Այս քայլը վկայում է, որ քաղաքական կամքը, հավատը և տեսլականը կարող են վերափոխել իրականությունը։ Այն հիմնված է միջազգային իրավունքի հիմնարար սկզբունքների ՝ պետությունների ինքնիշխանության, տարածքային ամբողջականության և հավասար իրավունքի անշեղ հարգանքի վրա։

Խաղաղության պայմանագրի նախաստորագրումը ոչ միայն դիվանագիտական փաստաթուղթ է, այլև արժեքային հռչակագիր՝ հանուն տարածաշրջանի անվտանգության, կայունության և բարեկեցության։ Այն ուղերձ է մեր ժողովուրդներին և ապագա սերունդներին, որ խաղաղ գոյակցությունը հնարավոր է, եթե առաջնորդվում ենք վստահությամբ, փոխըմբռնմամբ և ընդհանուր բարօրության ձգտումով։

Հայաստանը հաստատակամ է իր հանձնառության մեջ՝ շարունակելու կառուցել վստահության կամուրջներ, վերականգնել տնտեսական, մշակութային և մարդկային կապերը, ստեղծել միջավայր, որտեղ մրցակցությունը փոխարինվում է համագործակցությամբ, իսկ հակադրությունը՝ համատեղ առաջընթացով։

Այսօր մենք անցում ենք կատարում ոչ միայն նոր քաղաքական էջի, այլև նոր մտածողության։ Մենք ապացուցում ենք, որ խաղաղությունը պարզապես պայմանագիր չէ, այլ համարձակ ընտրություն՝ հանուն կյանքի, հանուն ապագայի, հանուն մարդկային արժանապատվության։

Ցանկանում եմ շնորհակալություն հայտնել ՀՀ վարչապետին, կառավարությանը, բանակցային գործընթացում ներգրավված բոլոր անհատներին՝ ովքեր իրենց պատասխանատվությամբ, համբերատարությամբ ու անխոնջ աշխատանքով նպաստեցին այս կարևոր ձեռնարկի կյանքի կոչմանը։ Նրանց համարձակությունը, վճռականությունն ու քաղաքական կամքը կարևոր դեր ունեցան խաղաղության հաստատման ճանապարհին առաջ շարժվելու գործում։

Շնորհակալություն եմ հայտնում նաև բոլոր այն պետություններին, միջազգային գործընկերներին և անհատներին, ովքեր իրենց հետևողական և անկեղծ ջանքերով աջակցեցին այս կարևորագույն գործընթացին։ Այս ուղին հեշտ չի լինելու, բայց միասին մենք կարող ենք այն անցնել և իրականություն դարձնել խաղաղության գաղափարը»,- ասված է ուղերձում։
