Ուկրաինայում ՄԱԿ-ի մարդու իրավունքների մոնիթորինգի առաքելությունը քաղաքացիական բնակչության պաշտպանության վերաբերյալ իր զեկույցում հայտնել է, որ հուլիսին Ուկրաինայում ռուսական հարվածների հետևանքով քաղաքացիական բնակչության շրջանում զոհերի թվով երեք տարվա առավելագույն ցուցանիշն է գրանցվել: Առաքելության տվյալներով՝ անցյալ ամիս զոհվել է 286 մարդ, վիրավորվել՝ 1388-ը՝ ամենաբարձր ցուցանիշը 2022 թվականի մայիսից ի վեր և ավելի բարձր, քան 2025 թվականի հունիսի վիճակագրությունը: Քաղաքացիական բնակչության շրջանում հուլիսին զոհերի և վիրավորների թիվը գրանցվել է երկրի 24 շրջաններից 18-ում: Ընդհանուր առմամբ, 2025 թվականի առաջին յոթ ամիսներին նրանց թիվը 48%-ով գերազանցել է 2024 թվականի նույն ժամանակահատվածի ցուցանիշները:  

ՄԱԿ-ի գնահատականներով՝ հուլիսին զոհվածների և վիրավորների գրեթե 40%-ը հեռահար զենքի, դրանց թվում՝ հրթիռների և թափառող զինամթերքի զոհեր են եղել (89 զոհ և 572 վիրավոր): Երկրորդ տեղում են կարճ հեռահարության անօդաչու թռչող սարքերի հարվածները. 64 զոհ և 337 վիրավոր (զոհերի ընդհանուր թվի 24%-ը): Հուլիսին ռուսական օդային հարվածների արդյունքում զոհվել է 67 և վիրավորվել 209 խաղաղ բնակիչ: Համեմատության համար՝ հունիսին օդային հարվածներից զոհվել է 34 և վիրավորվել 80 մարդ։

Ուկրաինայում ՄԱԿ-ի մարդու իրավունքների մոնիթորինգի առաքելության ղեկավար Դանիել Բելը շեշտել է, որ Ուկրաինայում քաղաքացիական բնակչության շրջանում զոհերի թիվը երկրորդ ամիսն անընդմեջ գերազանցել է երեք տարվա ռեկորդը. «Ռուսաստանի Դաշնության կողմից լիարժեք ներխուժման սկսվելուց ի վեր միայն առաջին երեք ամիսներին ավելի շատ զոհեր և վիրավորներ են եղել, քան վերջին մեկ ամսում»։

Զեկույցում նշված զոհերի թվի աճը հիմնականում տեղի է ունեցել Ուկրաինայի կողմից վերահսկվող տարածքներում՝ առաջնագծի երկայնքով, ինչն արտացոլում է ռուսական զորքերի առաջխաղացման և նոր տարածքներ գրավելու փորձերի աճը։

Ուկրաինա Ռուսաստանի Դաշնության լիարժեք ներխուժման սկսվելուց ի վեր Ուկրաինայում ՄԱԿ-ի մարդու իրավունքների մոնիթորինգի առաքելությունը փաստաթղթավորել է առնվազն 13 հազար 883 քաղաքացիական անձի մահը, որոնցիցի՝ 726-ը երեխաներ են։ Վիրավորվել է 35 հազար 548 մարդ, նրանց թվում՝ 2234 երեխա։

Մեծ Բրիտանիայի պաշտպանության նախարարության տվյալներով՝ հուլիսին Ռուսաստանը Ուկրաինայի վրա արձակել է մոտ 6200 անօդաչու թռչող սարք, որը դարձել է նոր ամսական ռեկորդ՝ գերազանցելով հունիսի ցուցանիշը (մոտ 5600 անօդաչու թռչող սարք)։

OBOZ.UA-ի և «Տեղեկատվական դիմադրություն» խմբի հաշվարկներով՝ ռուսական զորքերը հուլիսին օգտագործել են նաև 192 հրթիռ, որոնցից Ուկրաինայի ՀՕՊ-ին հաջողվել է խոցել 128-ը։ Համեմատության համար՝ հունիսին արձակվել է 254 հրթիռ, որից խոցվել է 175-ը, մայիսին՝ 129/64, ապրիլին՝ 124/63, մարտին՝ 85/38։ Հուլիսին Ռուսաստանը կիրառել է մի քանի համակցված հրթիռային հարվածներ՝ սահմանափակ զինամթերքով, սակայն զեկույցում նշվում է, որ ոչ մի զանգվածային կենտրոնացված հարված չի իրականացվել։
