Օգոստոսի 19-ը Մարդասիրական օգնության համաշխարհային օրն է՝ հաստատված 2008 թվականին ՄԱԿ-ի գլխավոր ասամբլեայի բանաձևով: Այս օրը ևս մեկ ազդակ է բարձրաձայնելու Լեռնային Ղարաբաղից բռնի տեղահանված բնակչության ոտնահարված իրավունքների պաշտպանության հրատապ անհրաժեշտության մասին։ Ու թեև մարդասիրական օգնության համաշխարհային օրվա նպատակն է շեշտադրել զինված բախումների և աղետների դեպքում հումանիտար օգնության տրամադրման, ինչպես նաև մարդկանց իրավունքների և արժանապատվության պաշտպանության մասին, հարկ է նշել, որ Լեռնային Ղարաբաղի ժողովուրդը միջազգային համակարգի կոշտ արաձագանքի բացակայության և Ադրբեջանի ցեղասպանական գործողությունների պայմաններում խտրական հիմքերով տևական ընթացք զրկված է եղել մարդասիրական իրավունքի երաշխավորման և մարդասիրական օգնություն ստանալու հնարավորությունից։ 2020 թ․ 44-օրյա պատերազմի, Լաչինի միջանցքի շուրջ տասը ամիս տևած շրջափակման և 2023 թ․ բռնի տեղահանության պայմաններում բնակչությունը զրկված է եղել միջազգային մարդասիրական իրավունքով սահմանված հիմնարար իրավունքներից։ 2022 թվականին Ադրբեջանը, անհիմն պատճառներով փակելով Լեռնային Ղարաբաղը Հայաստանի և աշխարհի հետ կապող միակ ճանապարհը՝ Լաչինի միջանցքը, շուրջ 120 հազար արցախահայերի թողեց ամբողջական շրջափակման մեջ՝ կասեցնելով ինչպես կենսական նշանակության ենթակառուցվածքների գործունեությունը, այնպես էլ զրկեց մարդասիրական օգնություն ստանալու հնարավորությունից՝ արցախահայերին թողնելով սնննդի, հիգիենայի, բուժօգնության, կենսական դեղամիջոցների սահմանափակման, թերսնման և իրավունքների համատարած խախտումների տիրույթում։ Ավելին, Ադրբեջանը արգելափակել էր հենց միջազգային մարդասիրական օգնության տրամադրման առաջնային մանդատ ունեցող Կարմիր Խաչի միջազգային կոմիտեի (ԿԽՄԿ) կողմից հումանիտար օգնության և վառելիքի մուտքը Արցախ՝ թույլ չտալով տեղափոխել բուժօգնության կարիք ունեցող հիվանդներին Արցախից Հայաստան՝ խաթարելով կենսական դեղորայքի ու այլ անհրաժեշտ պարագաների մատակարարումը։ Լեռնային Ղարաբաղի բռնի տեղահանությունից հետո, 2025 թ․ հունիսից Ադրբեջանը նաև սկսեց սահմանափակել և փակել ԿԽՄԿ-ի, ՄԱԿ-ի փախստականների իրավունքների պաշտպանության գրասենյակի և այլ մարդասիրական կառույցների գործունեությունը տարածաշրջանում։ Լեռնային Ղարաբաղի փախստականների իրավապաշտպան միությունը հորդորում է պետություններին՝ համապատասխան արձագանք տալ Ադրբեջանի կողմից զինված հակամարտությունների ընթացքում և դրա հետևանքով Լեռնային Ղարաբաղի քաղաքացիական բնակչության դեմ կատարված հանցագործություններին՝ հարգելով Հաագայի և Ժնևի սկզբունքները, հետևել Ադրբեջանում ապօրինաբար գերության մեջ գտնվող հայերի ծանր վիճակին, որոնք հետապնդվում են քաղաքական դրդապատճառներով, ենթարկվում են անարդար վերաբերմունքի և հալածանքների՝ հատուկ ուշադրություն դարձնելով գերիների ակնհայտ վնասվածքների պատճառների բացահայտմանը։ Մենք կոչ ենք անում միջազգային կառույցներին հետևել միջազգային մարդասիրական իրավունքին և հարգել Լեռնային Ղարաբաղի ժողովրդի՝ մյուս ժողովուրդներին հավասար լինելու, արարելու, ապրելու և զրկանքներից զերծ լինելու իրավունքը և կոշտ գնահատական տալ Ադրբեջանի կողմից ռասայական ատելության շարունակվող դրսևորումներին։
