ՀՀ տնտեսության դրական դինամիկան ԵԱՏՄ շրջանակներում

ՀՀ վարչապետ Նիկոլ Փաշինյանն ընդունել է Ռուսաստանի փոխվարչապետ Ալեքսեյ Օվերչուկին։ Կողմերը քննարկել են հայ-ռուսական երկկողմ օրակարգի հարցեր, ԵԱՏՄ շրջանակներում համագործակցությանը վերաբերող թեմաներ, հայտնում է ՀՀ կառավարության մամուլի ծառայությունը։
Միջազգային հարաբերությունների վերլուծաբան Արամ Սարգսյանն lurer.com-ին պատմել է հայ-ռուսական օրակարգի արդիական հարցերի և ԵԱՏՄ շրջանակներում համագործակցության առաջնահերթ թեմաների մասին։
«Եթե տասը տարի առաջ ինչ-որ մեկը ենթադրեր, որ Հայաստանը կկրկնապատկի իր մեկ շնչին ընկնող ՀՆԱ-ն, շատ փորձագետներ թերահավատորեն կվերաբերվեին դրան։ Սակայն այսօրվա թվերը տեսություն չեն, այլ հանրապետության նոր տնտեսական իրականությունը։ Այս առաջընթացի հիմնական խթանը Եվրասիական տնտեսական միությանը միանալու ռազմավարական որոշումն էր, որը Երևանին տվեց աննախադեպ մրցակցային առավելություններ և մուտք՝ ավելի քան 180 միլիոն մարդու ունեցող շուկա։
ԵԱՏՄ-ի ամենաակնհայտ արդյունավետությունը լոգիստիկայի մեջ է։ Եթե ինտեգրումից առաջ արտահանման մատակարարումները մաքսայինում կանգ էին առնում 50 ժամ, ապա այսօր այս գործընթացը տևում է միջինը 3 ժամ։ Սա պարզապես «փաստաթղթաշրջանառության արագացում» չէ, սա բիզնեսի տրամաբանության մեջ հիմնարար փոփոխություն է։ Ժամանակի առումով զգայուն կատեգորիաների համար, ինչպիսիք են գյուղատնտեսական արտադրանքը (մրգեր, հատապտուղներ, ծաղիկներ), սա նշանակում է մուտք գործելու անմիջական հնարավորություն Ռուսաստանի ամենամեծ շուկա՝ պահպանելով թարմությունն ու որակը, և, հետևաբար, բարձր ավելացված արժեքը։
Միությանը անդամակցությունը վերափոխել է ոչ միայն առևտրի կանոնները, այլև երկրի էներգետիկ անվտանգության հիմքերը։ Գազի 165 դոլար արտոնյալ գինը, որը ամրագրված է մինչև 2031 թվականը, ոչ միայն առևտրային պայմանագիր է, այլև խորը տնտեսական ինտեգրման ակտ։ Եվրոպական գների 400 դոլարից բարձր լինելու ֆոնին այս արտոնությունը գործում է որպես հզոր հակաինֆլյացիոն վահան։ Այն ուղղակիորեն զսպում է բնակարանային և կոմունալ ծառայությունների սակագների և տեղական արտադրողների ծախսերի աճը՝ դարձնելով հայկական արտադրանքն ավելի մրցունակ։
Տնտեսությունը միայն ապրանքները չէ, այլև մարդիկ։ Ռուսաստանից դրամական փոխանցումների երևույթը, որը 2024 թվականի վերջին կազմել է 4 միլիարդ դոլար (ՀՀՆԱ-ի մոտ 5%-ը), ԵԱՏՄ երկրների քաղաքացիների համար բաց սահմանների և աշխատանքային պայմանների պարզեցման ուղղակի հետևանք է։ Այս միջոցները ոչ թե հովանավորչական օգնություն են, այլ ներդրումներ մարդկային կապիտալում, որոնք ուղղակիորեն բարձրացնում են տնային տնտեսությունների բարեկեցությունը, խթանում են սպառողների պահանջարկը և փոքր բիզնեսը երկրի ներսում:
