Առողջապահության նախարարությունը սկսել է մասսայական տուգանել գյուղական ամբուլատորիաներին։ Այս մասին է ահազանգում է «Առողջության իրավունք» ՀԿ նախագահ Անուշ Պողոսյանը։
Նրա խոսքով՝ նախարարությունը դիտարկել է պոլիկլինիկաների և ամբուլատորիաների կողմից արտահիվանդանոցային դժվարամատչելի ախտորոշիչ հետազոտությունների՝ ԿՏ, ՄՌՏ և այլն, ուղեգրումները և ենթադրել, որ այդ ուղեգրումները կատարվել են անտեղի,և առանց քննարկելու ուղեգրող բժիշկների հետ սկսել են տուգանել։ Ըստ այդմ, ահազանգում է Պողոսյանը, բազնաթիվ ամբուլատորիաներ պետք է սեղմ ժամկետում 50 000 դրամ տուգանք վճարեն պետական բյուջե։
Այս իրավիճակի շուրջ պարզաբանում ստանալու համար MediaHub-ը դիմեց Առողջապահության մամուլի քարտուղար Մարիամ Ծատրյանին, ով հայտնեց՝ պետական առողջապահական գործակալությունը իր լիազորությունների սահմանում իրականացրել է արտահիվանդանոցային դժվարամատչելի ախտորոշիչ հետազոտությունների ուղեգրված դեպքերի դիտարկում, որի արդյունքում պարզվել է, որ կան դեպքեր, երբ ներկայացվող ախտորոշումներով ուղեգրերը չեն համապատսխանում սահմանված կարգի պահանջներին:
«Առավել պարզ ասած` չի եղել ԿՏ հետազոտության անհրաժեշտություն, կամ երկուսի փոխարեն պետք է լիներ մի հատվածի ԿՏ և այլն: Այնինչ հստակ կարգավորում ունենք, որ պացիենտների ուղեգրումներն իրականացվում են սահմանված կարգին համապատասխան` հիմք ընդունելով գործելակարգերով, ուղեցույցերով սահմանված ախտորոշիչ և խորհրդատվական ծառայությունների մատուցման ապացուցողական բազա»,- նշեց Ծատրյանը:
Նրա խոսքով՝ ըստ էության, խախտվել է ՊԱԳ-ի և բուժհաստատության միջև պայմանագրի դրույթը. եղել են նախադեպեր, երբ ուղեգրման դեպքերի ախտորոշումներով ուղեգրերը չեն համապատասխանել սահմանված կարգի պահանջներին, ուստի պայմանագրով նախատեսվում է տուգանք:
