«Երբ Նիկոլ Փաշինյանը հայտարարում է, թե Լեռնային Ղարաբաղի հայերի վերադարձը իրենց տները «իրատեսական չէ», նա իրականությունը չի նկարագրում․ նա ձևավորում է պարտվողական նարատիվ՝ արդարացնելու սեփական ձախողումները։ Իսկ իրականությունն այն է, որ վերադարձի իրավունքը ոչ միայն իրատեսական է, այլև երաշխավորված է միջազգային իրավունքով, ամրագրված է Եվրոպայի և դրա սահմաններից դուրս ընդունված քաղաքական որոշումներով, և անգամ Ադրբեջանի կողմից՝ անկեղծության պահերին ընդունված»։ Այս մասին սոցցանցերի իր էջում գրում է ՀՀ ԱԳ նախկին նախարար Վարդան Օսկանյանը։

«Այսօր դրա «իրատեսական չլինելու» պատրանքը պայմանավորված է ոչ թե օրենքով կամ դիվանագիտությամբ, այլ Հայաստանի ներկայիս կառավարության անկարողությամբ անգամ այդ հարցը օրակարգ բերել։

Պատմությունը ցույց է տալիս, որ միջազգային աջակցությունը հետևում է քաղաքական կամքին։ Վերցնենք Ուկրաինայի օրինակը․ նախագահ Զելենսկին պահպանում է կոշտ գիծ, և արևմտյան մայրաքաղաքներն արձագանքում են նույն կոշտությամբ․ իսկ երբ նա մատնանշում է զիջումների հնարավորությունը, նույնիսկ ամենահակամարտ կողմնակիցները արագորեն փոխում են իրենց հռետորաբանությունը՝ հորդորելով փոխզիջման։ Այդպես է գործում միջազգային քաղաքականությունը․ առաջնորդներն են սահմանում տոնը, իսկ մնացածը հետևում են։ Նույնը կիրառելի է նաև այստեղ․ հենց որ Հայաստանը ունենա իշխանություն, որը հստակ, հետևողական և ամենակարևորը՝ ողջամիտ ու համոզիչ ձևով պնդի վերադարձի իրավունքը, նրա «իրատեսականությունը» կստանա լրիվ այլ բովանդակություն։

Իրականում հիմքերն արդեն դրված են։ Արդարադատության միջազգային դատարանը պարտավորեցրել է Ադրբեջանին ապահովել տեղահանվածների անվտանգ և անխոչընդոտ վերադարձը։ Եվրոպական խորհրդարանը երկու անգամ կոչ է արել երկխոսության և վերադարձի երաշխիքների՝ Լեռնային Ղարաբաղի հայերի համար։ Շվեյցարիայի խորհրդարանը որոշում է կայացրել նման երկխոսության հարթակ ստեղծելու նպատակով։ Սա վերացական գաղափարների շարք չէ․ դրանք գործող գործիքներ են, որոնք սպասում են, որ Հայաստանի կառավարությունը վերցնի և գործի դնի։ Փաշինյանի լռությունը չի ջնջում այս ձեռքբերումները․ այն պարզապես անտեսում և արժեզրկում է դրանք։

Լեռնային Ղարաբաղի հարցը փակված չէ, և նրա ժողովրդի վերադարձի իրավունքը ֆանտազիա չէ։ Դա սկզբունք է, որը ամրագրված է միջազգային իրավունքով, հաստատված է քաղաքական որոշումներով և խարսխված է հայկական գիտակցության մեջ։ Եվ հենց որ Հայաստանը կրկին ունենա իր ժողովրդին պաշտպանելու կամք ունեցող կառավարություն, միջազգային հանրությունն էլ կգնա նրա հետևից»․-գրում է նա։
