Հանրային ծառայությունների մատուցման ոլորտում ՆԳՆ–ն երկու հիմնական նպատակ է դրել իր առջև՝ քաղաքացիներին մատուցել առավել մեծ թվով թվային ծառայություններ, բնականաբար դյուրացնելով նաև ծառայությունների մատուցման որակը։ Այս մասին հարցազրույցում նշել է ՆԳ փոխնախարար Արմեն Ղազարյանը։

Անդրադառնալով նրան, որ այսուհետև վարորդական վկայականը և հաշվառման վկայագիրը հասանելի կլինի նաև թվային տարբերակով, նա նշեց. «Մեքենա ձեռք բերելու հնարավորությունը և այն շահագործելու հնարավորությունը թվային տիրույթում հասանելի դարձնելու համար, մենք անխուսափելիորեն պետք է անցնեինք այդ ճանապարհը, որ վարորդական վկայականները և հաշվառման վկայագրերը առկա լինեին թվային տիրույթում։

Հիմա պրակտիկ օրինակի վրա փորձեմ սա բացատրել, մեր վարորդների մեծամասնությունը ունեն օգտահաշիվներ roadpolice.am կայքում, սեպտեմբերի մեկից արդեն մեր կարգավորումները կմտնեն ուժի մեջ, երբ որ անձը նույնականանա և մուտք գործի այս համակարգ, ինքը կտեսնի իր թվային վարորդական վկայականը։ Ի՞նչ է դա նրան տալու պրակտիկ կյանքում։

Մենք գիտենք, որ վարչական իրավախախտումների օրենսգրքում ունենք համապատասխան հոդված, որ եթե վարորդն իր հետ չունի վարորդական վկայականը և այլ փաստաթղթերը, վարչական տուգանք է վրա հասնում, նույն օրվա մեջ ներկայացնելու պարագայում դա չեղյալ է արվում։ Երբ առկա է թվային վարորդական վկայականը, այն գոյություն ունի, ապա այս դրույթը չի կիրառվի անձի նկատմամբ, անձը կնույնացվի որևէ այլ ճանապարհով և նրա հանդեպ չի կիրառվի այս տուգանքը։

Սա առաջին քայլն է, որովհետև դեռևս պահպանված է թվային տիրույթում փաստաթուղթ ունենալու տրամաբանությունը, այսինքն երբ որ մենք ասում ենք՝ թվային վարորդական վկայական, մենք հասկանում ենք, որ դա դեռևս փաստաթուղթ է, սակայն առկա է թվային տիրույթում։ Մի փոքր առաջ ընկնելով նշեմ, որ առաջիկայում մենք նպատակ ենք հետապնդում, որ իրավական ուժ ստանա տվյալը, ոչ թե փաստաթուղթը, այսինքն մարդու վարելու իրավունք ունենալու հանգամանքը ֆիքսված լինելու փաստը թվային տիրույթում, արդեն իսկ բավարար լինի թե նմանատիպ տուգանքից խուսափելու համար, թե օրինակ այլ գործարքներ մեքենայի հետ կապված կատարելու համար»,– ընդգծեց Արմեն Ղազարյանը։

Նա նաև նշեց, որ վարորդների առաջարկով նոր կարգավորում է գործում, ըստ որի վարորդական վկայական ստանալու տեսական կամ գործնական քննություններին արտահերթ մասնակցելու համար քաղաքացին կարող է վճարի դիմաց ընտրել իր քննությունը հանձնելու նախընտրած օրը։

Նա հիշեցրեց, որ ներկայումս, եթե անձը տեսական կամ գործնական քննությունները առաջին անգամ ձախողում է, նա կարող է վերահանձնել յոթ օր անց, իսկ, ուրեմն, երկրորդ և հաջորդ յուրաքանչյուր ձախողման պարագայում 30 օր անց։ «Հիմա մենք սահմանել ենք որոշակի պետական տուրքի սահմանաչափեր, որոնք վճարելու պարագայում անձը կարող է ավելի վաղ ժամկետում հանձնել այս քննությունները»։
