ՀՀ կառավարությունը ՀԷՑ-ի գործում ձևական «մի կողմ է քաշվել», իսկ պատասխանատվությունը ընկած է ՀԾԿՀ-ի ուսերին․ Ղազինյան

ՀՀ կառավարությունը պաշտոնապես «մի կողմ է քաշվել» ՀԷՑ-ի գործով և ողջ պատասխանատվությունը, այդ թվում՝ ֆինանսականը, կընկնի ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովի (ՀԾԿՀ) ուսերին։ Այս մասին օգոստոսի 27-ին մամուլի ասուլիսում հայտարարել է ՀԷՑ-ի տնօրենի նախկին պաշտոնակատար Դավիթ Ղազինյանը։

Դավիթ Ղազինյանը մանրամասն ներկայացրել է Ստոկհոլմի արբիտրաժային դատարանի կողմից ՀԷՑ-ի վերաքննիչ բողոքի վերաբերյալ որոշում կայացնելուց հետո ստեղծված իրավիճակը։

Ղազինյանի խոսքով՝ Արբիտրաժի որոշումը ստանալուց հետո իրենք դիմել են ՀՀ Հանրային ծառայությունները կարգավորող հանձնաժողովի (ՀԾԿՀ) ղեկավարին՝ պահանջելով կատարել այն։ Սկզբից ՀԾԿՀ-ից պատասխան է եկել, որ դա հանձնաժողովի իրավասությունը չէ, հետո հայտնի է դարձել, որ հանձնաժողովի ղեկավարը նամակը փոխանցել է կառավարության աշխատակազմի ղեկավարին՝ հարցնելով, թե ինչպես գործել։ «Մենք կասկածում ենք, որ կառավարությունը Արբիտրաժի որոշումը կատարելու իմիտացիա է ստեղծում, թե իբր հանձնաժողովը անկախ մարմին է և պետք է ինքը որոշի», - նկատել է Ղազինյանը՝ միաժամանակ քննադատելով այն հայտարարությունները, թե Հայաստանը պարտավոր չէ կատարել Արբիտրաժի որոշումները և դա համեմատելով ՄԻԵԴ-ի որոշումները չկատարելու հետ։

Արդյունքում, ՀԾԿՀ-ն պատասխանել է ՀԷՑ-ի տնօրենների խորհրդին, որ հարցը իր լիազորություններից դուրս է գտնվում։ «Բոլորը հասկանում են, որ հանձնաժողովը անկախ չէ, գոնե իր ղեկավարի առումով։ Ավելին, այն որևէ լծակ չունի ժամանակավոր կառավարչի (Ռոմանոս Պետրոսյան - խմբ.) վրա։ Եվ նա գործում է առանց իր լիազորությունները հաշվի առնելու», - ասել է ՀԷՑ-ի նախկին պաշտոնակատար տնօրենը։ Նրա խոսքով՝ պետությունն արդեն ստիպված է եղել 3.2 միլիոն ուղարկել իրավաբանական օգնության համար, հատկապես ցավալի է, որ կառավարությունը, որն ունի իրավաբանական բաժին, ստիպված է ամերիկյան ընկերություն վարձել՝ պաշտպանության համար։

Գործընթացից հետո ամբողջ պատասխանատվությունը, այդ թվում՝ ֆինանսականը, կընկնի հանձնաժողովի ուսերին, կարծում է Դավիթ Ղազինյանը, նա վստահ է, որ ստեղծված իրավիճակում ՀԾԿՀ-ն պետք է դադարեցնի կառավարչի լիազորությունները: Ղազինյանը նաև հայտնել է, որ աշխատանքից ազատվելուց հետո ինքը չի հանդիպել հանձնաժողովի անդամների հետ և իր տեղեկություններով՝ հանձնաժողովում 5 անդամի փոխարեն մնացել է 4-ը՝ մեկի լիազորությունները լրացել են։ Նա ընդդիմադիր գործիչ է:

Նրա խոսքով, եթե ՀՀ-ն չհետևի Արբիտրաժային որոշմանը, հետևանքներ կլինեն վարկանիշի և վարկերի հետ կապված։ Արբիտրաժ է դիմել նաև կիպրոսյան մի ընկերություն, որի հետ ՀԷՑ-ը համագործակցում է։
