Դժվար է ելույթ ունենալ մի վայրում, որտեղ հուղարկավորված են անձինք, որոնք իրենց կյանքն են զոհաբերել, հերոսացել են հանուն նրա, որ մենք ունենաք Հայաստանի Հանրապետություն, ունենանք Արցախի Հանրապետություն, որ մենք կարողանանք այս օրը նշել որպես Արցախի Հանրապետության հռչակման օր: Այս մաիսն Եռաբլուրում «Արցախի կանչը» հուշակթողի բացման արարողությունից հետո հայտարարեց Արցախի 5-րդ նախագահ Սամվել Շահրամանյանը:
«Ցավոք սրտի, մենք հայտնվել ենք դաժան իրականության մեջ: Իրականությունն այն է, որ Արցախը համարվում էր թոկ ՀՀ վզին, որից պետք էր ազատվել, որ ստանանք հնարավորություն պահպանել Հայաստանի անկախությունն ու ինքնիշխանությունը: Այստեղ հանգչող մարդիկ զոհվել են հանուն Արցախի, պայքարել են հանուն Արցախի, բայց, ցավոք սրտի, այսօր իրենց հարազատներն ու հազարավոր արցախցիներ համարվում են փախստական իրենց հայրենիքում»,- հայտարարեց նա:
Նա նշեց, որ հայտնվելով այս իրականության մեջ 23 թվականի սեպտեմբերից, բռնի տեղահանումից հետո, բազմաթիվ հանդիպումներ ունենալով մեր հայրենակիցների հետ՝ եկել ենք այն եզրահանգման, որ անհրաժեշտություն կա ունենալու այսպիսի հուշակոթող Եռաբլուրում:
«Այն նվիրված կլինի Արցախի գոյապայքարի բոլոր նվիրյալներին, նվիրված կլինի Պաշտպանության բանակի պահեստի պայթյունի հետևանքով մեր զոհված հայրենակրիցներին, նվիրված կլինի Արցախում մնացյալ մեր շիրիմներին: Անհատական շնորհակալություն եմ հայտնում Արթուր Վանեցյանին սրտացավ վերաբերմունքի համար և պրոյեկտի առաջին օրվանից պատրաստակամություն հայտնելու և իր, և իր ընտնաիքի անձնական միջոցների հաշվին նման հուշակոթող կառուցելու համար: Անհատական շնորհակալություն եմ հայտնում Կարեն Սարգսյանին:
Մենք անպայման մտքում պետք է պահենք հավաքական մեր վերադարձի հույսն ու հավատը, և ես համոզված եմ, որ մի օր դա իրականություն կդառնա»,- ասաց նա:
