Ռուսաստանում 1917 թվականի Փետրվարյան հեղափոխությունից հետո ժամանակավոր կառավարությունը Արցախը, Գանձակը, Ախալքալաքը և Շարուր-Նախիջևանը ճանաչեց որպես հայկական տարածքներ: Այս հանգամանքը դուր չեկավ հատկապես հարավկովկասյան մուսուլմաններին:

Արդեն 1917 թվականի Հոկտեմբերյան հեղափոխությունից Հարավային Կովկասն անջատվեց Ռուսական կայսրությունից։ Իշխանությունը անցավ հայերի, վրացիների և ազերի-թուրքերի ներկայացուցիչներից կազմված Անդրկովկասյան սեյմին։ Խախուտ այդ միությունը շուտով փլուզվեց։ 1918-ի մայիսի 27-ին «Մուսավաթ» կուսակցությունը նախկին Բաքվի և Ելիզավետպոլի նահանգները հռչակում է ադրբեջանական և առաջին անգամ հավակնում պատմական Հայաստանի բաղկացուցիչ մաս հանդիսացող Ղարաբաղին ու Զանգեզուրին։ Իրանական Ատրպատականին հավակնելու համար էնվերի եղբոր՝ Նուրի փաշայի խորհրդով այս նորաթուխ մուսուլմանական պետությունը անվանվեց Ադրբեջան, որը թուրքական օկուպանտների օգնությամբ շտապում էր վերջ տալ Լեռնային Ղարաբաղի ինքնուրույնությանը։

Թուրք սպաների խորհրդատվությամբ տեղի մոււսուլմաններից հրոսակախմբեր ձևավորվեցին։ Առանձնապես դաժանորեն էր գործում այսպես կոչված «Վայրի դիվիզիան», որի հսկողության տակ էր գտնվում Շուշի-Եվլախ ճանապարհը։ Մուսավաթականները և նրանց թուրք տերերը որոշեցին Ղարաբաղի հարցը լուծել զինված ճանապարհով: Աղդամում տեղակայված թուրքական երկրորդ դիվիզիայի հրամանատար Ջեմիլ Ջահիդ Բեյը վերջնագիր ուղարկեց Ղարաբաղի կառավարությանը՝ չդիմադրելու և հպատակվելու պահանջով։

Նա միաժամանակ պահանջեց «հեռու մնալ Անդրանիկից»: Արցախում օրհասական վիճակը չփոխվեց, երբ Այսրկովկասում Առաջին աշխարհամարտում պարտված Օսմանյան կայսրությանը փոխարինեց Բրիտանական կայսրությունը: Չնայած Հայաստանի Հանրապետության ծանր վիճակին՝ կառավարությունը 1920-ի ապրիլի 14-ին Զանգեզուրից Վարանդա ուղարկեց Դրոյին, իսկ Ղափանից Դիզակ՝ Նժդեհին։

Արդեն ապրիլի 28 –ին Ադրբեջանում խորհրդային կարգերի հաստատումը նոր արհավիրքներ բերեց արցախահայությանը։ Երեկվա մուսավաթականները, մորթափոխվելով, դարձան բոլշևիկներ։ Արցախի հարցի շուրջ վիճաբանությունները նոր ընթացք ստացան Հայաստանում խորհրդային կարգեր հաստատվելուց հետո։ Ստալինի ներկայությամբ Կովկասյան բյուրոյի պլենումը 1921-ի հուլիսի 4-ին, լսելով խնդրո առարկա հարցը, ձայների մեծամասնությամբ վճռում է Լեռնային Ղարաբաղը վերամիավորել Խորհրդային Հայաստանին։ Նարիմանովը բողոքում է սույն որոշման դեմ և պահանջում հարցը տեղափոխել կուսակցության Կենտկոմ։

Հուլիսի 5-ին նորից գումարվում է Կովկասյան բյուրոյի նիստը, որի ժամանակ, առանց քննարկելու և քվեարկության դնելու, կամայականորեն որոշվում է Լեռնային Ղարաբաղը միացնել Ադրբեջանին: Փաստացի, Լեռնային Ղարաբաղի ճակատագիրը որոշվեց ոչ սահմանադրական և իրավասություն չունեցող կուսակցական մարմնի կամայական որոշմամբ՝ համարյա թե մի ամբողջ դարի կտրվածքով ապահովելով Արցախի հայության «Գողգոթայի» շարունակականությունը:
