«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունն առաջարկում է լրացում կատարել կառավարության 2024 թվականի օգոստոսի 15-ի N 1264Լ որոշման մեջ։ Նպատակը Լոռու և Տավուշի մարզերում առաջացած արտակարգ իրավիճակի հետևանքով հայտարարված աղետի գոտիների տարածքներում գյուղատնտեսության ոլորտում բնակչությանը պատճառված վնասի փոխհատուցման կարգ սահմանելն է։

2024 թվականի մայիսի 25-26-ին Լոռու և Տավուշի մարզերում հեղեղումների պատճառով տուժած աղետի գոտիների տարածքներում գյուղատնտեսության ոլորտում բնակչությանը պատճառված վնասի դիմաց փոխհատուցման կարգի շրջանակում աջակցություն է ստացել 580 շահառու, փոխհատուցման գումարը կազմել է 158,8 մլն դրամ։ Լոռու մարզից 273 շահառու ստացել է փոխհատուցում՝ 109,8 մլն դրամ, իսկ Տավուշի մարզից 307 շահառու ստացել է 49,0 մլն դրամ։

Կառավարության 2025 թվականի հուլիսի 10-ի N 926-Լ որոշմամբ Լոռու և Տավուշի մարզերում 2024 թվականի մայիսի 25-26-ը առաջացած արտակարգ իրավիճակի հետևանքով հայտարարված աղետի գոտիների տարածքների այն բնակիչներին, որոնք գյուղատնտեսության ոլորտում կրել են վնասներ, սակայն տարբեր պատճառներով չեն օգտվել փոխհատուցման կարգով սահմանված օժանդակությունից, թույլատրվել է կրած վնասի դիմաց տրամադրել փոխհատուցում: Համաձայն Տավուշի մարզպետի աշխատակազմի կողմից ներկայացված գրության, Նոյեմբերյան համայնքում արտակարգ իրավիճակի հետևանքով պատճառված վնասների գնահատման համայնքային և մարզային հանձնաժողովների կողմից 2025 թվականին կատարված լրացուցիչ ուսումնասիրության արդյունքում արձանագրվել է, որ կան շահառուներ, որոնք աղետի հետևանքով վնասված (վերականգնման ենթակա) պտղատու ծառերի դիմաց ստացել են փոխհատուցում, սակայն պտղատու ծառերը վերականգնման ենթակա չեն։ Արձանագրվել է այդպիսի 193 շահառու, 6279 հատ պտղատու ծառ։ Փոխհատուցման ենթակա գումարի չափը՝ 41,258 մլն դրամ։

Կառավարության N 1264–Լ որոշմամբ հաստատված կարգով սահմանված տարածքներում և պայմաններով տուժած, աղետի հետևանքով վնասված (վերականգնման ենթակա) պտղատու ծառերի դիմաց փոխհատուցում ստացած այն շահառուներին, որոնց ծառերը վերականգնման ենթակա չեն՝ լրացուցիչ փոխհատուցում տրամադրելու հարցով համապատասխան գերատեսչությունը դիմել է վարչապետի աշխատակազմ և վերջինիս կողմից առաջարկվել է հարցը քննարկել փոխվարչապետ Տիգրան Խաչատրյանի հետ։ Աշխատանքային կարգով հարցը քննարկվել և համաձայնեցվել է փոխվարչապետի հետ։

Նախագծով առաջարկվող փոփոխությունը նպատակ ունի թույլատրել Նոյեմբերյան համայնքում՝ կարգով աջակցություն ստացած այն շահառուներին, որոնք աղետի հետևանքով վնասված պտղատու ծառերի դիմաց ստացել են փոխհատուցում, սակայն արտակարգ իրավիճակի հետևանքով պատճառված վնասների գնահատման համայնքային և մարզային հանձնաժողովների կողմից 2025 թվականին կատարված լրացուցիչ ուսումնասիրության արդյունքում արձանագրվել է, որ պտղատու ծառերը վերականգնման ենթակա չեն, ստանալ կրած վնասի դիմաց փոխհատուցում։ Գումարը կհաշվարկվի փոխհատուցման ենթակա գումարների տարբերության չափով՝ հաշվի առնելով կարգի 3-րդ կետի 4-րդ և 5-րդ ենթակետերը։
