Երևանի հանրային տրանսպորտում արդեն գրեթե մեկ ամիս է հասարակական կարգի պահպանության ծառայողները տուգանում են քաղաքացիներին, ովքեր չեն վճարել ուղետոմսի համար։ Սակայն, այս գործընթացը շարունակում է դժգոհություններ առաջացնել։ Հսկիչները ներկայանում են առանց համազգեստի, ըստ քաղաքացիների բողոքների՝ շատ դեպքում առանց տարբերանշանի, ինչի պատճառով ուղևորները հաճախ չեն տարբերում՝ արդյոք իրենց դիմաց իսկապես քաղաքապետարանի աշխատակից է, թե ոչ։

MediaHub–ի հետ զրույցում Երևանի քաղաքապետարանի հասարակական կարգի պահպանության ծառայության պետի պարտականությունները կատարող Ավետիք Բաբայանը նշեց, որ հասարակական կարգի պահպանության աշխատակիցներն ունեն իրենց մոտ անձը հաստատող վկայականներ, իսկ շուտով նաև կունենան համազգեստ՝ մեկ ամսվա ընթացքում համազգեստը պատրաստ կլինի։

Մեր հարցին, թե արդյո՞ք հասարակական կարգի պահպանության աշխատակիցները տրանսպորտում ցույց են տալիս իրենց վկայականները և պատշաճ ներկայանում քաղաքացիներին, Բաբայանը պատասխանեց․ 

«Այո, իհրակե։ Աշխատակիցները պարտադիր տրանսպորտ մուտք գործելիս ներկայանում են, վարորդին իրազեկում են, որ Երևանի քաղաքապետարանի հասարակական կարգի  պահպանության ծառայությունից են, նույն ձև իրազեկում են քաղաքացիներին, ապա անցնում ստուգման»,– նշեց նա։

Ըստ նրա՝ հիմնականում հսկիչների աշխատանքը մեկնարկում է առավոտյան ժամը 8:00-ից, ստուգումներ իրականացվում են Երևանի բոլոր վարչական շրջաններում մինչ ուշ երեկո։  

MediaHub-ը հիշեցրեց, որ քաղաքացիները մեզ ահազանգել էին, որ հսկիչներն  առանց համազգեստի են մոտենում քաղաքացիներին, նաև առանց վկայականի, ինչի հետևանքով ուղևորները չեն տարբերում՝ արդյո՞ք քաղաքապետարանի աշխատակից է իրենց դիմաց։

«Բացառում եմ, որ հասարակական կարգի պահպանության աշխատակիցը ներկայացած չլինի, բոլորը անխտիր ունեն վկայականներ, բոլորը ներկայանում են։ Քաղաքացիների մոտ սկզբից կային մտավախություններ բանկային քարտի հետ կապված, սակայն, այժմ մեր քաղաքացիները հասկանում են, որ վկայականներով և սարքավորումներով այլ մարդիկ չեն կարող լինել»,– նշեց նա։

Մեր հարցին՝ արդյո՞ք հսկիչների մոտ երևում է քաղաքացիների բանկային տվյալները, օրինակ՝ որքա՞ն գումար կա քարտին, Բաբայանը պատասխանեց՝ «ոչ»։

Նա նաև նշեց, որ յուրաքանչյուր քաղաքացի նույն քարտից կարող է նույն ավտոբուսում երկու վճարում իրականացնել՝ երկու վալիդատորներով։ Այսինքն, եթե ուղևորն ուզում է ևս մեկ ուղետոմսի համար վճարել, ապա կարող է՝ քարտով, բայց ոչ թե նույն վալիդատորով, ինչ վճարել է իր համար, այլ մյուսով: Ավտոբուսներում վալիդատորները երկուսն են:

Քանի՞ քաաղքացի է արդեն տուգանվել.

«Այս պահին ունենք թվով 312տուգանված  քաղաքացի, որոնցից 193-ը հրաժարվել են վճարում կատարելուց, մնացած դեպքերում կա՛մ օգտվել են այլ անձի արտոնություն ունեցող քարտից, կա՛մ հսկիչների հորդորից հետո նոր փորձել են վճարել»,– ներկայացրեց վիճակագրությունը մեր զրուցակիցը։ 

MediaHub-ը հիշեցնում է, որ 2025 թվականի հուլիսի 3-ին ԱԺ–ն ընդունեց «Ավտոմոբիլային տրանսպորտի մասին» ՀՀ օրենքում փոփոխություններ կատարելու մասին օրենքը, որը նախատեսում է տուգանքների համակարգ Երևանի հասարակական տրանսպորտով առանց վճարման երթևեկելու կամ ուրիշի զեղչված տոմսային քարտն օգտագործելու համար։ Այսպես, տրանսպորտ նստելու պահին տոմսը կամ կրիչը չվավերացնելու համար նախատեսված է 3 հազար դրամ տուգանք, 10 հազար դրամ՝ առանց ուղևորության համար վճարելու տրանսպորտից օգտվելու և 15 հազար դրամ՝ ուրիշի զեղչված տոմսային քարտն օգտագործելու համար։
