Հայաստանը ավտորիտար կառավարման ճամփեզրին․ Փաշինյանի «Կառավարությունը ես եմ» խոստովանությունը

Հայաստանի կառավարության միջամտությունը եկեղեցու գործերին նրա աճող ավտորիտարիզմի հիմնական ցուցիչն է։ Այս մասին X սոցիալական հարթակում գրել է աշխարհահռչակ իրավաբան և միջազգային մարդու իրավունքների պաշտպան Ռոբերտ Ամստերդամը։

«Պարոն Փաշինյանի անվստահ և հիստերիկ բացականչությունը՝ «կառավարությունը ես եմ», ձեզ ասում է այն ամենը, ինչ դուք պետք է իմանաք այս «ժողովրդավարության» մասին, որն այդքան հաճախ գովաբանվում է Արևմուտքի կողմից»,– գրել է Ամստերդամը։

Նա Հայաստան է ժամանել գործարար, բարերար Սամվել Կարապետյանի և կալանավորված եկեղեցականների իրավունքները պաշտպանելու համար։

Ամստերդամը հիշեցրել է, որ ՀՀ կառավարությունն ապօրինություն է գործում՝ չկատարելով արբիտրաժային դատարանի որոշումը «Հայաստանի էլեկտրական ցանցեր» ընկերության մասով։
Հուլիսի 23-ին Կարապետյանի ընտանիքը հայտարարեց, որ հաղթել է ՀՀ կառավարության դեմ նախաձեռնած արբիտրաժային հրատապ գործը։ Կառավարությունը, սակայն, արձագանքեց՝ նշելով, թե բոլոր կողմերը պարտավոր են առաջնորդվել ոչ միայն միջազգային պայմանագրերով, այլև ՀՀ օրենսդրությամբ։

Օգոստոսի 28-ին Փաշինյանը հայտարարեց՝ «կառավարությունը ես եմ»՝ պնդելով, որ գործը հաղթել է կառավարությունը։ Իսկ արդարադատության նախարար Սրբուհի Գալյանը արդեն հաստատեց, որ ՀՀ իշխանությունները պարզապես չեն կատարելու արբիտրաժի վճիռը՝ հղում անելով Նյու Յորքի կոնվենցիային։

Սամվել Կարապետյանի փաստաբանական խմբի անդամ Արամ Վարդևանյանը նշել է, որ գործարարի` շուրջ 80 օր շարունակվող կալանքի վերաբերյալ վերաքննիչ բողոքի քննությունը անհասկանալի պատճառներով իրականացվում է գրավոր ընթացակարգով։ Դատական ակտի հրապարակման օր նշանակված է սեպտեմբերի 8-ը։

Վարդևանյանը շեշտել է, որ գործարարի կալանքը քաղաքական հետապնդման ակնհայտ դրսևորում է։ Նրա խոսքով՝ Փաշինյանի հունիսի 17-ի գրառումը՝ «Հիմա ես քեզ իմ ձևով կմիջամտեմ…», ուղղված էր կոնկրետ անձի, և հենց այդ արտահայտությունից ժամեր անց Սամվել Կարապետյանը կալանավորվեց։

«Օրինական չէ քրեական վարույթը, քրեական օրենսգրքի որևէ հոդվածի հետ կապ չունի, իսկ կալանքը ակնհայտ անօրինական է։ Սա քաղաքական հաշվեհարդար է»,– ընդգծել է Վարդևանյանը։

Այսպիսով, ինչպես փաստում է Ամստերդամը, Փաշինյանի արտահայտությունը՝ «Կառավարությունը ես եմ», ոչ միայն ցուցիչ է նրա իշխանության ավտորիտար դրսևորումների, այլև բացահայտ խոստովանություն այն մասին, որ Հայաստանում ժողովրդավարությունը վերածվել է պատրանքի։
