Նվազագույն սպառողական զամբյուղի թնջուկը

Հակակոռուպցիոն դատարանի վերջին նիստում ՀՀ արդարադատության նախկին նախարար, կառավարության աշխատակազմի նախկին ղեկավար Դավիթ Հարությունյանը ապօրինի գույքի գործով դատական նիստի ընթացքում դատարանին ներկայացրեց հենց վիճակագրական կոմիտեի 1999 թվականի պաշտոնական հրապարակումները։ Հրապարակումները կտրուկ հակասում են դատախազության հայցադիմումի հիմքում դրված թվերին։ Ըստ այդ հրապարակումների` 1998թ․ նվազագույն սպառողական զամբյուղի արժեքը 11 735 դրամ էր, իսկ դատախազությունը դատարանին ներկայացրել է ավելի քան 20%-ով ուռճացված թիվ` 14 232 դրամ։
«Ինչո՞ւ է Հայաստանի Հանրապետությունը դատարանին ներկայացնում սեփական պաշտոնական տվյալներից տարբերվող թվեր», – հարց ուղղեց Հարությունյանը։
Դատախազի պատասխանը կարճ էր․ «Տվյալները ստացել ենք վիճկոմից, եթե ցանկանում եք՝ դիմեք վիճկոմ»։
Բայց այստեղ դատախազությունը կարծես մոռացել էր, որ դատարանում ներկայանում է ոչ թե որպես ինքնուրույն մարմին, այլ՝ որպես Հայաստանի Հանրապետության ներկայացուցիչ։ Եվ վիճկոմը նույն Հայաստանի Հանրապետության մասն է՝ ճիշտ այնպես, ինչպես դատախազությունը: Իսկ պետությունը չի կարող դատարանին ներկայացնել ինքն իրեն հակասող փաստաթղթեր։
Նվազագույն զամբյուղի հաջորդ հարցերին անցնելուց առաջ Դավիթ Հարությունյանը հիշեցրեց Բենջամեն Դիզրաելիի թևավոր խոսքը՝ «Կա սուտ, կա լկտի սուտ, և կա վիճակագրություն»: Հարությունյանը հարցը տեղափոխեց հասարակ քաղաքացիների հարթություն։ Պարզ թվաբանական հաշվարկով նա ցույց տվեց, որ դատախազության ներկայացրած թվերի վրա հիմնվելու պարագայում նույնիսկ եթե 1998-ին ընտանիքում լինեին երկու աշխատող ծնող, ապա իրենց աշխատավարձերով չէին կարողանա կերակրել անգամ մեկ երեխայի։
Հարությունյանի հարցը, թե «արդյո՞ք կարելի է հիմնվել այդ աբսուրդ եզրակացությունների հանգեցնող թվերի վրա», մնաց անպատասխան:
Հարությունյանը շարունակեց նշելով` այդ ժամանակ նվազագույն աշխատավարձը օրենքով սահմանված էր 5000 դրամ, իսկ ծերության կենսաթոշակը՝ ընդամենը 2200 դրամ։ Բայց դատախազության հաշվարկներում նվազագույն զամբյուղը մեկ անձի համար նշված է 14 232 դրամ։
«Եթե այդ թիվը ճիշտ լիներ, ապա ստացվում է, որ պետությունը 1998-ին սեփական քաղաքացիներին՝ աշխատավարձ ու կենսաթոշակ ստացողների բանակին, մղել է սովամահության։ Ձեզ հայտնի՞ են զանգվածային սովամահության դեպքեր», – հռետորական հարց բարձրացրեց Հարությունյանը։
Դատախազությունը կրկին լռեց։
Հարությունյանը պահանջեց, որ դատախազությունը հաջորդ դատական նիստին ներկայանա վիճակագրական կոմիտեի ներկայացուցչի հետ։ Սակայն դատախազությունն այս անգամ ևս չարձագանքեց։
Հաջորդ դատական նիստը տեղի կունենա ս.թ. սեպտեմբերի 17-ին:
