Ազգային ժողովում քննարկվում է վճռաբեկ դատարանի դատավորի թեկնածու Արմեն Դանիելյանի ընտրության հարցը։ Քննարկման ընթացքում «Հայաստան» խմբակցության պատգամավոր Ագնեսա Խամոյանը հարց ուղղեց ԲԴԽ նախագահ Արթուր Աթաբեկյանին՝ մատնանշելով գործերի մակագրման խնդիրը։
Խամոյանը նշեց, որ շատ «պատահական» համընկնումներով քաղաքականապես զգայուն գործերը հասնում են հենց Դանիելյանին:
«Շատ պատահական, չգիտեմ՝ աստղերը ոնց էին դասավորվել, բայց օրինակ Սամվել Կարապետյանի գործը մակագրման համակարգով ընկնում է Արմեն Դանիելյանին։ Հանուն այդ գործի Դանիելյանը հետաձգում է արձակուրդը։ Նրան, ըստ կանոնների, առհասարակ գործ չպետք է մակագրվեր, քանի որ արձակուրդ գնալուց օրեր առաջ է եղել։ Հետո, երբ հայտնի է դառնում, թե ինչպիսի վճիռ էր կայացնելու, պաշտպանները բողոքը հետ են վերցնում, բայց դատավորը չի կարճում և սպասում է, որ գործը նորից իրեն մակագրվի։ Արդյունքում կալանքը ապահովված է։ Այսպիսին է ձեր մակագրման համակարգը։ Կարո՞ղ եք ասել՝ ինչպիսի հրաշագործություն է այստեղ տեղի ունենում»,- հարցրեց պատգամավորը։
Պատգամավորը նաև հիշեցրեց, որ Դանիելյանը ամենացածր վարկանիշ ունեցող դատավորներից է: «Որպես երկրորդ հարց ուզում եմ, որ մեկ բառով բնութագրեք՝ ինչու նա պետք է դառնա վճռաբեկի դատավոր», - ասաց Խամոյանը։
Աթաբեկյանը պատասխանեց, որ մակագրման համակարգը ավտոմատացված է և պատահականության սկզբունքով է գործում․
«Ցանկացած միջամտություն քրեորեն հետապնդելի արարք է։ Արմեն Դանիելյանի գնահատման եզրակացությունը կազմել է 97.5 տոկոս», - նշեց ԲԴԽ նախագահը։
Խամոյանը, սակայն, շարունակեց պնդել․ «Պարո՛ն Աթաբեկյան, այս հարցը Ձեզ չպետք է ուղղենք, այլ աստղագուշակներին կամ բրիտանացի գիտնականներին։ Ո՞նց է ստացվում, որ գործերը հասնում են դատավորի, որը պետք է գնա արձակուրդի։ Ձեր նշած չափորոշիչները ո՞րն են եղել։ Օրինակ այն, որ Դանիելյանը վճիռ է կայացնում կողմերից մեկին չլսելո՞վ։ Այդ գործերը հիմա հասել են ՄԻԵԴ։ Այնուամենայնիվ, խնդրում եմ մատնացույց անել՝ ո՞րն է նրա հիմնական արժանիքը»։
Աթաբեկյանը կրկին շեշտեց, որ Դանիելյանը թեկնածու է դարձել ինքնառաջադրման կարգով և խորհրդի անդամների քվեարկության արդյունքում՝ ընդգրկվել ցուցակում։
