Կառուցապատողներն արտոնություն են ստանալու... «օդի հարկի» համա՞ր. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Արդեն տևական ժամանակ է՝ քաղաքաշինական ոլորտում լրջագույն դժգոհություններ են կուտակվում։ Ի մասնավորի, ինչպես արդեն առիթ ունեցել ենք տեղեկացնել, այս տարվա մարտից պահանջում են գույքահարկ դեռևս չկառուցված կամ կիսակառույց շենքերի համար։ Չնայած օրենքը խորհրդարանն ընդունել էր դեռևս 2023-ի սկզբին, գործնականում այն մոռացության էր մատնվել։ Ոլորտի մասնագետները հարց են բարձրացնում՝ ի՞նչ է սա, եթե ոչ սովորական օդի հարկ. կառուցապատողներից պահանջում են հարկ վճարել դեռևս գոյություն չունեցող գույքի համար։

Երևանի ավագանու սեպտեմբերի 9-ի նիստում քննարկվեց հարցը, որոշ արտոնություններ կիրառվեցին։ Իսկ Իրավական ակտերի նախագծերի հրապարակման միասնական կայքում՝ e-draft.am հարթակում հրապարակված է հարցը լուծող նախագիծ, որը կրկին սահմանում է արտոնություններ: Սա նշանակում է, որ կառավարությունում էլ են հասկանում կառուցապատողների արդարացի դժգոհությունը, հասկանում են, որ եթե խնդիրը չլուծվի, ապա ուժեղ հարված է հասցվելու ոչ միայն քաղաքաշինական ոլորտին, այլև տնտեսության՝ քաղաքաշինության հետ փոխկապակցված բազմաթիվ այլ ճյուղերի։

Էկոնոմիկայի նախարարությունը e-draft.am հարթակում հրապարակած նախագծով առաջարկել է հետաձգել գոյություն չունեցող գույքի հարկումը միջին հաշվարկով 18 ամսով՝ հնարավորություն տալով կառուցապատողներին ավարտել մեկնարկված նախագծերը։ Իսկ Երևանի ավագանին որոշեց «աջակցել» կառուցապատողներին՝ 25 % արտոնություն տրամադրելով նրանց։

Այս իրողության մեջ իշխանությունները ոչ թե հերոսի, այլ ավելի շուտ «Չիպոլինոյի» աշխարհից եկած կերպարի են նմանվում՝ «Սենյոր Պոմիդորներ». այսուհետև «օդի հարկի» համար կառուցապատողներն արտոնություն են ստանալու:

Ըստ մասնագետների, այն, ինչ կատարվում է այսօր, սոսկ հարկային քաղաքականության հարց չէ։ Սա հերթական դրսևորումն է այն տրամաբանության, որով ղեկավարվում է գործող իշխանությունը: Այս իրավիճակը խորքային հետևանքներ է ունենալու։ Տնտեսական գործունեության ամենաակտիվ ճյուղերից մեկը՝ քաղաքաշինությունը, կանգնած է ռիսկերի առաջ։ Շինարարական ընկերությունների սնանկությունը նշանակում է անավարտ ծրագրեր, ներդրումային միջավայրի վատթարացում և նոր սոցիալական խնդիրներ։ Իսկ Հայաստանի իշխանությունները հերթական անգամ ցույց են տալիս, որ իրենց քաղաքականությունը հիմնված չէ կանխատեսելիության և ռազմավարական մոտեցումների վրա, այլ միայն պահի թելադրանքի։
