Իլուր-ի հարցին, թե ինչպե՞ս է պատկերացնում «Զանգեզուրի միջանցքի» խնդրի հանգուցալուծումը, ՀՀ Առաջին նախագահը բավարարվեց հետևյալ հակիրճ պատասխանով.
«Միանգամից նշեմ, որ ես կխուսափեի «Զանգեզուրի միջանցք» բնորոշման գործածումից, քանի որ այն որոշակի մտավախություններ է առաջացնում մեր հասարակության ակտիվ շերտերում: Հետևաբար, կարծում եմ, որ դրա փոխարեն ավելի ճիշտ է օգտագործել «Զանգեզուրի տրանսպորտային հանգույց» բնորոշումը:
Զանգեզուրի տրանսպորտային հանգույցի վերահսկողությունը, բնականաբար, սուվերեն իրավունքի ուժով, պետք է իրականացվի բացառապես Հայաստանի կողմից: Ինչ վերաբերում է շահագրգիռ այլ պետությունների քաղաքական և տնտեսական նպատակադրումներին, ապա Հայաստանն, իմ համոզմամբ, ի վիճակի է, միջազգային իրավունքի պահանջների համաձայն, երաշխավորել նրանց անխափան գործունեությունը:
Այդ հարցում Հայաստանը, կամա, թե ակամա, ակնկալում է իր ռազմավարական գործընկերների՝ Ռուսաստանի, ԱՄՆ-ի և Իրանի ակտիվ համագործակցությունը, հակառակ նրանց միջև առկա ակնհայտ տարաձայնությունների: Մեծ տերությունների միջև հակասությունները, որպես կանոն, ավելի հեշտությամբ են լուծվում, քան փոքր երկրների միջև, ինչը բացատրվում է մեծերի հասունության հանգամանքով: Դրա ապացույցն են, մասնավորապես, Կարիբյան (1962թ.) և Դամանսկի (1969թ.) ճգնաժամերի հաղթահարումը, գերտերությունների մրցակցությանը զուգընթաց ժամանակ առ ժամանակ միմյանց միջև կնքված սպառազինությունների կրճատման համաձայնագրերը, պրոքսի պատերազմների պարագայում իրենց փոխհամաձայնեցված լուծումները և այլն»:
