«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է լրացումներ և փոփոխություններ կատարել «Հաշմանդամություն ունեցող անձանց իրավունքների մասին», «Անձի ֆունկցիոնալության գնահատման մասին» օրենքներում և Քաղաքացիական օրենսգրքում։

Առաջարկվում է փոփոխություններ կատարել «Հաշմանդամություն ունեցող անձանց իրավունքների մասին» օրենքի 3-րդ հոդվածի 1-ին մասի 17-րդ և 18-րդ կետերում։ Դրա նպատակն է ստեղծել իրավական հիմք` աջակցող միջոցների տրամադրման կամ վերանորոգման դիմաց պետական բյուջեից բացի այլ դոնոր կազմակերպություններից փոխհատուցում ստանալու հնարավորության համար՝ ներառյալ նաև այլընտրանքային (ոչ պետական) ֆինանսավորման աղբյուրները։ Բացի այդ, օրենքի մակարդակով ամրագրվում է «անկախ կյանքի կենտրոն» հասկացությունը, ընդլայնվում է անձնական օգնականի ծառայության մատուցման իրավասություն ունեցող մարմինների շրջանակը։

«Հաշմանդամություն ունեցող անձանց իրավունքների մասին» օրենքում առաջարկվում է ամրագրել պետության պարտավորությունը՝ ապահովելու մատչելի ծառայություններ, ինչպես նաև սահմանել ծառայությունների մատուցման համար անհրաժեշտ հստակ չափանիշներ և տեխնիկական պահանջներ, մասնավորապես բանկերում, նրանց մասնաճյուղերում և վարկային կազմակերպություններում։

«Անձի ֆունկցիոնալության գնահատման մասին» օրենքում կատարվող փոփոխությամբ այն անձինք, ովքեր անցել են ֆունկցիոնալության գնահատում, և նրանց վերաբերյալ առկա է ուժի մեջ գտնվող ֆունկցիոնալության գնահատման որոշում, ապա նոր ծառայություններ ստանալու համար կրկին ֆունկցիոնալության գնահատում չեն անցնի, այլ փոփոխությունը կկատարվի միայն ծ ա ռ ա յու թյուն ն ե րի ան հ ա տ ա կ ա ն ծրագրերում։

Նախատեսվում է ներդնել ֆունկցիոնալության գնահատման գործընթացի տեսաձայնագրում՝ ապահովելու գործընթացի թափանցիկությունը, բարձրացնելու գնահատման որակը և արդյունավետ դարձնելու վեճերի ու բողոքարկումների կարգավորումը։

Սահմանվում է նաև հնարավորություն՝ տեղեկատվական շտեմարանի տվյալները սահմանված կարգով փոխանցելու լիազոր մարմնի հետ համագործակցող կազմակերպություններին՝ վիճակագրական և հետազոտական աշխատանքների իրականացման, ինչպես նաև ծրագրերի արդյունավետության գնահատման նպատակով՝ պահպանելով անձնական տվյալների գաղտնիության պահանջները։ Առաջարկվում են օրենսդրական այլ փոփոխություններ ևս։
