Ասիական զարգացման բանկը Հայաստանին 13.6 մլն դոլար երկարաժամկետ վարկ է տրամադրել

Ասիական զարգացման բանկի միջոցով իրականացվող էլեկտրաէներգիայի հաղորդման ցանցի վերակառուցման ծրագրի շրջանակներում նախատեսվում է ընդլայնել կառավարման ավտոմատացված ու տվյալների հավաքագրման (SCADA) համակարգը։ Այդ նպատակով ԱԶԲ-ն Հայաստանին տրամադրել է 13,6 մլն դոլար երկարաժամկետ վարկ, որի մարման ժամկետը սահմանված է 25 տարի։ Ընդ որում, առաջին հինգ տարին արտոնյալ ժամանակահատվածն է։ Այս մասին«Արմենպրես»-ին տեղեկացրին ՀՀ էներգետիկայի և բնական պաշարների նախարարության տեղեկատվության և հասարակայնության հետ կապերի բաժնից:
Ծրագրի իրականացման կառավարության համաֆինանսավորումը կկազմի 2,5 մլն դոլար։
Ճապոնիայի միջազգային համագործակցության գործակալության աջակցությամբ SCADA համակարգը Հայաստանում արդեն իսկ ներդրվել է։ Սակայն դրա լիարժեք և արդյունավետ գործունեության համար անհրաժեշտ է համակարգի ընդլայնում և արդիականացում։
Նախատեսվող 16,1 մլն դոլարի շրջանակներում կառավարման ավտոմատացված և տվյալների հավաքագրման համակարգի արդիականացումից բացի, կիրականացվի շուրջ 200 կմ օպտիկական մանրաթելային մալուխի տեղադրում։ Այն թույլ կտա զգալիորեն ավելացնել համակարգից օգտվողների քանակը՝ ներառելով տարբեր ենթակայաններ և Ազգային կարգավորման կենտրոնը։
Ծրագրի շրջանակներում կարդիականացվի գոյություն ունեցող ծրագրային փաթեթը և կստեղծվի հնարավորություն՝ հարևան երկրների SCADA համակարգերի հետ տվյալների միջսերվերային փոխանակման համար։
Հայտարարված միջազգային մրցույթի արդյունքում արդեն իսկ ընտրվել է ծրագրի իրականացման խորհրդատու կազմակերպություն՝ ի դեմս Lahmeyer GmbH և Energy Division CESI S.P.A. համատեղ ձեռնարկության։ Ենթախորհրդատու է հանդիսանում «ԱՄԵՐԻԱ» ՓԲԸ-ն։
Անցած տարվա վերջին հայտարարվեց միջազգային մրցույթ նաև կապալառու կազմակերպության ընտրության համար։ Ներկայումս ընթացում է մրցույթի արդյունքների ամփոփման գործընթացը։
Հաղթող կազմակերպության ընտրությունից հետո կկնքվի պայմանագիր և կսկսվի ծրագրի իրականացումը, որը նախատեսվում է ավարտել 2018թ. վերջին։
Ծրագրի նպատակն է՝ բարձրացնել ստացվող տվյալների ճշգրտությունը, էներգահամակարգի կարգավարման հուսալիությունը, Էլեկտրաէներգետիկական համակարգի օպերատորի տեխնիկական, ֆինանսական և գործառնական կարողությունները, ինչը կնպաստի էներգահամակարգի հուսալի աշխատանքին, կորուստների նվազեցմանը, անխափան էլեկտրամատակարարմանը:
