Արբիտրաժային դատարանի որոշման չկատարումը սպառնում է քրեական հետևանքներով

Հայաստանի կառավարությունը շարունակում է չկատարել Ստոկհոլմի արբիտրաժային դատարանի վճիռը, ինչն արդեն լուրջ իրավական և քաղաքական հետևանքներ է առաջացնում։ Իրավաբանների կարծիքով՝ Հանրային ծառայությունները կարգավորող հանձնաժողովի նախագահի գործողություններում կարող են դիտարկվել քրեական հանցագործության տարրեր։

Չնայած միջազգային վճռի պարտադիր ուժին և կառավարության իրավաբանական ներկայացուցչի եզրակացությանը, հանձնաժողովը չի դադարեցրել ժամանակավոր կառավարչի գործունեությունը։ Սա ոչ միայն հակասում է երկրի միջազգային պարտավորություններին, այլև լրջագույն վտանգ է ստեղծում Հայաստանի համար՝ ներքին և արտաքին հարթակներում։

Իշխանությունը փորձում է հանրությանը ներկայացնել կատարված խնայողությունների մասին աղմկոտ հայտարարություններ։ Սակայն պարզ է, որ այդ «խնայողությունները» պայմանավորված են ոչ թե արդյունավետ կառավարման, այլ կապալառուների հանդեպ վճարումների դադարեցմամբ։ Այս մոտեցումը հարվածում է երկրի տնտեսական միջավայրին և խաթարում ներդրումային վստահությունը։

Միևնույն ժամանակ, հատկանշական է, որ Սամվել Կարապետյանը շարունակում է իր միջոցներից ամեն ամիս 150 միլիոն դրամ հատկացնել աշխատավարձերի ֆոնդի ապահովման համար։ Սա վկայում է, որ պատասխանատվության իրական զգացողությունը գալիս է ոչ թե պետական կառույցներից, այլ մասնավոր հատվածից։

Ստոկհոլմի արբիտրաժի որոշման անտեսումը կարող է վերաճել միջազգային սկանդալի և ավարտվել պաշտոնյաների դեմ քրեական գործերով։ Եթե իշխանությունները շարունակեն այս ուղին, ապա վնասը Հայաստանի հեղինակությանը և տնտեսությանը կլինի ծանր ու երկարաժամկետ։
