Երրորդ ժամկետի գայթակղությունը՝ վտանգ ազգային պետականության համար

Հայաստանի նորագույն պատմության մեջ երբեք չի եղել երրորդ ժամկետով ղեկավարության վերարտադրություն։ Սա պատահականություն չէ․ հասարակությունը միշտ փորձել է կանխել իշխանության չափազանց երկար կենտրոնացումը մեկ ուժի կամ մեկ անձի ձեռքում։ Այս սահմանը քաղաքական մշակույթի կարևոր նվաճում էր, որը պաշտպանում էր պետական ինստիտուտների կենսունակությունը և ժողովրդավարական մրցակցությունը։
Այսօր երրորդ ժամկետի մասին խոսակցությունները վտանգավոր են ոչ թե անձերի, այլ հենց համակարգի համար։ Երբ վերարտադրության նպատակը դառնում է իշխանության պահպանումը, ոչ թե երկրի զարգացումը, սկսվում է վստահության կորուստ՝ թե՛ ներսում, թե՛ դրսում։ Մրցակցային դաշտը նեղանում է, քաղաքական գործընթացը վերածվում է վարչական ռեսուրսի ցուցադրության, իսկ հասարակության ձայնը՝ ձևականության։
Հատկապես մտահոգիչ է իշխող կուսակցության ներսում անցկացվող ընտրությունների հանդեպ առաջացած կասկածը։ Քվեաթերթիկների տարողունակության կամ ուղիղ եթերի անսպասելի ընդհատումների պատմությունները խարխլում են վստահությունը և կասկածի տակ են դնում ապագա ընտրությունների արդարությունը։ Նման ֆոնին նոր Սահմանադրության նախաձեռնությունը ընկալվում է ոչ թե որպես բարեփոխում, այլ արտաքին զիջումների գործիք։
Ավելին, եվրոպական ինտեգրման մասին բարձրագոչ խոստումները մնում են դատարկ խոսք՝ առանց հստակ քայլերի ու ճանապարհային քարտեզի։ Այս ամենը խորացնում է անվստահությունը և ցույց տալիս, որ քաղաքական օրակարգը հաճախ ծառայում է ոչ թե պետությանը, այլ իշխանության պահպանումին։
Երրորդ ժամկետը նաև վտանգ է քաղաքացիական ազատությունների համար․ իշխանության պահպանման մղումը սովորաբար բերում է ճնշումների ուժեղացմանը, իսկ դա խեղդում է նախաձեռնողականությունը և վանում ներդրողներին։
Հետևաբար Հայաստանի համար կենսական է պահպանել իշխանության բնական փոփոխությունը որպես պետության ապահովագրություն։ Անհրաժեշտ են թափանցիկ ընտրություններ, անկախ վերահսկող մարմիններ և լայն հանրային քննարկումներ՝ սահմանադրական փոփոխությունների ու արտաքին ուղղությունների շուրջ։ Միայն այսպես հնարավոր կլինի պահպանել ազգային արժեքներն ու պետականության կայունությունը՝ խուսափելով երկարատև իշխանավարման ծանր հետևանքներից։
