Փոփոխություններ Արցախից բռնի տեղահանված ընտանիքների բնակարանային ապահովման ծրագրում. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2024 թվականի մայիսի 16-ի N 710-Լ և հունիսի 14-ի N 898-Լ որոշումների մեջ։ Թիվ 710-Լ որոշմամբ հաստատվել է Արցախից բռնի տեղահանված ընտանիքների բնակարանային ապահովման պետական աջակցության ծրագիրը, թիվ 898-Լ որոշմամբ հաստատվել է դրա իրականացման կարգը։
2025 թվականի սեպտեմբերի 23-ի դրությամբ հավաստագիր է ստացել 2843 ընտանիք, որից 920-ը իրացրել են այն, ընդ որում՝ 793-ը՝ անշարժ գույքի ձեռքբերման բաղադրիչով, 8-ը՝ անհատական բնակելի տան կառուցման բաղադրիչով, 119-ը՝ գործող հիփոթեքային վարկի մարման բաղադրիչով։ Ծրագրի 7-րդ կետի համաձայն՝ շահառու միավորի կազմը որոշվում է ընտանիքի բոլոր անդամների համատեղ դիմում-հայտարարության հիման վրա, ընդ որում՝ դիմումատուի, նրա ամուսնու (գրանցված ամուսնության դեպքում) և բոլոր անչափահաս երեխաների՝ N 898-Լ որոշման հավելվածի 3-րդ կետի 1-ին ենթակետով սահմանված տվյալների առկայությունը դիմում-հայտարարության մեջ պարտադիր է։ Սակայն գործնականում հանդիպում են դեպքեր, երբ գրանցված ամուսնության դեպքում կինը չի կարողանում դիմում-հայտարարություն ներկայացնել, քանի որ ամուսինը դատարանի վճռի հիման վրա ճանաչված է անհայտ բացակայող։
Նախագծով առաջարկվում է ծրագրի շահառու միավորի կազմում պարտադիր լինելու պայմանը չտարածել ընտանիքի այն անդամների վրա, որոնք դատարանի վճռի հիման վրա ճանաչված են անհայտ բացակայող, ինչը հնարավորություն կտա ծրագրի հիմնական պայմաններին բավարարող ընտանիքի մյուս անդամներին դառնալ ծրագրի շահառու։ Ինչպես նաև պարտադիր կազմում չդիտարկել այն երեխաներին, որոնք 2023 թվականի սեպտեմբերի 19-ի դրությամբ եղել են անչափահաս, սակայն դիմումհայտարարությունը լրացնելու ժամանակ լրացել է 18 տարին և ցանկանում են որպես առանձին ընտանիք ստանալ հավաստագիր։
Առաջարկվում է միջգերատեսչական հանձնաժողովին դիմած ընտանիքների կողմից ներկայացվող փաստաթղթերի նվազագույն քանակը սահմանել 1, եթե խոսքը 2022 թվականի սեպտեմբերի 12-ից հետո մինչև տեղահանումն ընկած ժամանակահատվածի մասին է։ Հստակեցվում է նաև, որ նոր ծնված երեխայի տվյալներն ավելացվում են բնակարանի կամ կառուցվող շենքից բնակարան գնելու իրավունքի կամ անհատական բնակելի տան ձեռքբերման կամ անհատական բնակելի տան կառուցման իրացված հավաստագրում։
