«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է փոփոխություններ և լրացում կատարել կառավարության 2002 թվականի հոկտեմբերի 31-ի N 1730-Ն որոշման մեջ։ 2024 թվականի նոյեմբերի 14-ին ուժի մեջ է մտել «Սոցիալական աջակցության մասին» օրենքը, որը սահմանել է երեխայի խնամքին վերաբերող նոր կարգավորումներ, որոնք փաստացի ներառված չեն տարբեր ենթաօրենսդրական ակտերում կամ ազդում են տարբեր կազմակերպությունների գործունեության վրա: Մասնավորապես, կառավարության 2002 թվականի հոկտեմբերի 31-ի ««Երևանի «Մանկան տուն» պետական ոչ առևտրային կազմակերպություն ստեղծելու մասին» N 1730-Ն որոշման բովանդակությունից պարզ է դառնում, որ վերանայման կարիք ունի այն երեխաների շրջանակը, ովքեր կարող են խնամվել ՊՈԱԿ-ում: Բացի այդ, առկա է նաև եզրութաբանական համապատասխանեցման անհրաժեշտություն:

Նախագծի ընդունմամբ կհստակեցվի «Մանկան տուն» ՊՈԱԿ-ում խնամվող երեխաների շրջանակը և հստակ կամրագրվի, որ դրա հիմնական նպատակն առանց ծնողական խնամքի մնացած՝ մինչև վեց տարեկան առողջ և հաշմանդամություն ունեցող երեխաների, ներառյալ՝ ծանր սահմանափակ կարողություններ ունեցող՝ կենտրոնական նյարդային համակարգի օրգանական ու ֆունկցիոնալ ախտահարումներով, բնածին և ձեռքբերովի ֆիզիկական ու մտավոր խնդիրներ ունեցող երեխաների շուրջօրյա ընդհանուր և մասնագիտացված խնամքի տրամադրումն է, ներառյալ՝ կացարանով ապահովումը: Կհստակեցվի, որ ադապտիվ ֆիզկուլտուրայից բացի կտրամադրվի նաև կինեզիոթերապիա, ինչպես նաև հստակ կնշվի սոցիալական ոլորտում պետական լիազոր մարմնի անվանումը:

Նախագծի ընդունման կապակցությամբ լրացուցիչ ֆինանսական միջոցների անհրաժեշտություն չկա, պետական բյուջեի եկամուտներում և ծախսերում փոփոխություններ չեն նախատեսվում:
