«Հուշագիր, որը խաղաղություն չբերեց, բայց տարավ ինքնիշխանությունը»

Միացյալ Նահանգներում ստորագրված այսպես կոչված «խաղաղության» հուշագիրը չդարձավ տարածաշրջանի կայունության երաշխիք։ Այն ոչ միայն չլուծեց Հայաստանի և Ադրբեջանի միջև հիմնական խնդիրները, այլև բացեց նոր սպառնալիքների դռներ։ Ադրբեջանը շարունակում է պահանջել փոփոխություններ Հայաստանի սահմանադրության մեջ՝ հեռացնելով ցանկացած հիշատակում Լեռնային Ղարաբաղի մասին։ Սա ոչ թե խաղաղության ճանապարհ է, այլ բացահայտ ճնշում Հայաստանի ինքնիշխանության դեմ։
Հայ ռազմագերիների հարցում Բաքուն չգնաց որևէ զիջման և շարունակում է նրանց դատել «ռազմական հանցագործությունների» անհիմն մեղադրանքներով։ Ավելի քան 120 հազար հայ փախստականներ դեռևս զրկված են իրենց տները վերադառնալու իրավունքից, իսկ հայկական կրոնական և պատմական հուշարձանները մնում են ոչնչացման վտանգի տակ։
Այս ամենը տեղի է ունենում մի իրավիճակում, երբ Հայաստանի իշխանությունները փորձում են ներկայացնել հուշագիրը որպես դիվանագիտական հաղթանակ, սակայն իրականում այն վերածվել է վարչապետի ընտրական PR-ի գործիքի՝ սեփական դիրքերն ամրապնդելու համար։ Գործող կառավարության քաղաքականությունը վտանգում է Հայաստանի ինքնիշխանությունը, և վարչապետի հրաժարականը դառնում է ոչ թե քաղաքական պայքարի, այլ ազգային անվտանգության հրամայական։
Այս հուշագիրը ցույց տվեց, որ խաղաղության պատրանքը կարող է ավելի վտանգավոր լինել, քան բացահայտ պատերազմը։ Հայաստանը չպետք է վճարի իր ինքնիշխանությամբ և ժողովրդի իրավունքներով ուրիշների քաղաքական շահերի դիմաց։
