«Փաստ» օրաթերթը գրում է.
Հայ–ադրբեջանական հարաբերությունների կարգավորման գործընթացն այսօր ընթանում է երկու մակարդակով՝ պաշտոնական և ոչ պաշտոնական։ Պաշտոնական մակարդակում երկու երկրների ղեկավարներն ու ներկայացուցիչները պարբերաբար հանդիպումներ են ունենում՝ քննարկելով խաղաղության պայմանագիրը, սահմանազատումը, տրանսպորտային միջանցքների բացումը։ Այս բանակցությունները տեղի են ունենում եվրոպական հարթակներում կամ անմիջապես հայ–ադրբեջանական սահմանին։
Միաժամանակ գործում է ոչ պաշտոնական մակարդակը՝ հասարակական կազմակերպությունների, վերլուծական կենտրոնների և դրամաշնորհային հիմնադրամների միջոցով, որոնք նպատակ ունեն խթանել երկխոսությունն ու հաշտեցումը։ Այդպիսի կառույցներից է Հաագայում գործող LINKS Europe Foundation-ը, որը տարեսկզբին ձևավորեց հայ և ադրբեջանցի փորձագետների խումբ՝ մինչև նոյեմբեր մշակելու առաջարկներ երկու ժողովուրդների մերձեցման վերաբերյալ։
Հայկական խմբի ղեկավարն է Լեոնիդ Ներսիսյանը՝ նախկինում Ռուսաստանի քաղաքացի, այժմ՝ անվտանգության հարցերով հայ փորձագետ։ Ադրբեջանական կողմը ներկայացնում է Մուրադ Մուրադովը՝ «Թոփչուբաշով» կենտրոնի փոխտնօրենը։ Հուլիսին նրանք հանդիպում անցկացրին Վիլնյուսում, որտեղ, ըստ մասնակիցների, «միմյանց ավելի մոտ դարձան»՝ ոչ առանց սուրճի և բարեկամական զրույցների։
Սեպտեմբերին գործընթացը հասավ իր գագաթնակետին։ Սեպտեմբերի 22-ին Մուրադովը ժամանեց Երևան՝ մասնակցելու ՆԱՏՕ-ի Խորհրդարանական վեհաժողովի 108րդ սեմինարին, որտեղ հանդես եկավ խաղաղ գործընթացին նվիրված զեկույցով։ Նրան ուղեկցում էր «Քաղաքացիական պայմանագիր» կուսակցության պաշտպանության հանձնաժողովի փոխնախագահը։ Հաջորդ օրը Մուրադովը մասնակցեց հայ փորձագետների նիստին, որոնք ներգրավված են նույն թեմատիկ խմբերում։
Հանդիպմանը ներկա էին նաև ԵՄ ներկայացուցիչներ և մի շարք դեսպանատների ներկայացուցիչներ, այդ թվում՝ Նիդերլանդների դեսպանը։ Քննարկվեց հարցերի լայն շրջանակ, ներկայացվեցին եվրոպացի մասնագետների զեկույցներ։ Հաջորդ հանդիպումը նախատեսված է հոկտեմբերի 27–28-ին՝ Թբիլիսիում, որտեղ, ըստ նախնական տվյալների, գործընթացին կմիանան նաև Թուրքիայի նախագահի վարչակազմի ներկայացուցիչներ՝ նպատակ ունենալով ներգրավել հայ փորձագետներին հայ–թուրքական հարաբերությունների կարգավորման մեջ։
