«Փաստ» օրաթերթը գրում է.
Տարածքային կառավարման և ենթակառուցվածքների նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել Վարչական իրավախախտումների վերաբերյալ օրենսգրքում։ Նշվում է, որ նախագծի ընդունման անհրաժեշտությունը պայմանավորված է Հայաստանի Հանրապետությունում ընդհանուր օգտագործման երկաթուղային տրանսպորտով ուղևորափոխադրումների ժամանակ անտոմս երթևեկելու համար տուգանք նշանակելու մարմին որոշելու օրենսդրական բացը լրացնելու և Հայաստանի Հանրապետության կողմից միջազգային պայմանագրերով ստանձնած պարտավորությունների կատարումն ապահովելու համար։
Փոփոխությունները և լրացումները սահմանելու են ընդհանուր օգտագործման երկաթուղային տրանսպորտով անտոմս երթևեկելու դեպքում տուգանք նշանակող մարմինը և կիրառվող տուգանքի չափերը։ Գործող իրավական ակտերում նախագծով ներկայացված դրույթները կարգավորված չեն։
Կարգավորման նպատակն է Հայաստանում ընդհանուր օգտագործման երկաթուղային տրանսպորտով ուղևորափոխադրումների ժամանակ անտոմս երթևեկելու դեպքում տուգանքները կիրառող մարմնի որոշումը, տուգանքի չափերի սահմանումը և անտոմս երթևեկելու կանխարգելումը։
Նախագծի ընդունումը պետական բյուջեի փոփոխության չի հանգեցնում, սակայն ենթադրում է գործադիր մարմնի ճյուղային ոլորտում համապատասխան ենթաօրենսդրական ակտերի մշակում։
