ԱՄՆ ՄԶԳ-Ն մեկնարկեց Արարատյան դաշտի ստորերկրյա ջրերի խնդիրներին ուղղված նոր ծրագիր

ԱՄՆ Միջազգային զարգացման գործակալությունը (ԱՄՆ ՄԶԳ) փետրվարի 10-ին նշեց «Գիտական առաջադեմ տեխնոլոգիաների օգտագործում և համագործակցություն հանուն ռեսուրսների համալիր պահպանության» (ԳԱՏՕ) ծրագրի պաշտոնական մեկնարկը: Եռամյա այս ծրագիրը միտված է նվազեցնելու Արարատյան դաշտի ստորերկրյա ջրային ռեսուրսների ջրառի ծավալները ու ապահովելու ռեսուրսների կայուն պահպանությունը: Միջոցառմանը ներկա էին ԱՄՆ ՄԶԳ հայաստանյան առաքելության տնօրեն Քարեն Հիլիարդը, ՀՀ բնապահպանության նախարարի առաջին տեղակալ Սիմոն Պապյանը, ինչպես նաև ՀՀ կառավարության, Արարատի և Արմավիրի մարզպետարանների, այլ տեղական ու միջազգային կազմակերպությունների ներկայացուցիչներ: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ-ում ԱՄՆ դեսպանությունից:
ԱՄՆ ՄԶԳ ֆինանսավորմամբ վերջերս իրականացված Արարատյան դաշտի ստորերկրյա ջրային ռեսուրսների ուսումնասիրությունը ընդգծեց ստորերկրյա ջրային պաշարների կրճատման հետ կապված մտահոգիչ իրավիճակը: Ստորերկրյա ջրերի մակարդակի նվազման և ձկնաբուծարանների կողմից արտեզյան ջրերից չկարգավորված ջրառի հետևանքով Արարատի և Արմավիրի մարզերի մոտ 30 համայնք մնացել է առանց խմելու և ոռոգման ջրի:
Ջրի պակասությունը սպառնում է երկրի գյուղատնտեսական ոլորտին, նշված մարզերի սոցիալ-տնտեսական և բնապահպանական վիճակի վատթարացմանը, ինչպես նաև Մեծամորի ատոմակայանի անվտանգությանը, որի հովացման համակարգի համար օգտագործվում են ստորերկրյա ջրաղբյուրները: Չնայած վերջին ժամանակաշրջանում ՀՀ կառավարության կողմից Արարատյան դաշտում ստորերկրյա ջրերի օգտագործման կարգավորման նպատակով ձեռնարկված մի շարք միջոցառումներին՝ իրավիճակը շարունակում է մնալ կառավարության ուշադրության կենտրոնում:
ԱՄՆ ՄԶԳ ԳԱՏՕ ծրագիրը կաջակցի կառավարությանը քաղաքականության մշակման և տեխնիկական լուծումների կիրառման գործում՝ կենսական կարևորություն ունեցող ստորերկրյա ջրային ռեսուրսների արդյունավետ օգտագործման նպատակով: Ծրագիրը լուծելու է ստորերկրյա ջրերին վերաբերող առկա տվյալների թարմացման, որոշումների կայացման գործիքների մշակման, համապատասխան կառույցների մասնագիտական կարողությունների հզորացման, ջրային և էներգետիկ ռեսուրսների արդյունավետ օգտագործման տեխնոլոգիաների կիրառման, ինչպես նաև իրավակիրարկման մեխանիզմներին առնչվող բացերի վե րացման խնդիրները:
Ի թիվս այլ աշխատանքների, ծրագրի ընթացքում կիրականացվի Արարատյան դաշտում առկա հորերի և ջրաղբյուրների գույքագրում, կստեղծվի հանրության համար հասանելի տվյալների համակարգ, կտեղադրվի ջրառի ծավալի ավտոմատ վերահսկման համակարգ ընտրված 10 ձկնաբուծարաններում, և կփորձարկվեն ջրի և էներգիայի արդյունավետ օգտագործման նոր տեխնոլոգիաներ: ՀՀ կառավարությանը կներկայացվեն առաջարկություններ ձկնաբուծության նպատակով ռեսուրսավճարի օպտիմալ դրույքաչափերի սահմանման, ինչպես նաև ջրօգտագործման թույլտվությունների տրման և վերահսկողության գործընթացների հզորացման նպատակով:
