«Փաստ» օրաթերթը գրում է.

Այս օրերին որոշ շրջանակներ փորձում են հայ բեռնափոխադրողների բողոքի ակցիաները ներկայացնել որպես հակառուսական ալիք կամ երկկողմ ճգնաժամի սկիզբ։ Սակայն փաստերը ցույց են տալիս, որ խնդիրը ոչ թե քաղաքական բնույթ ունի, այլ տեխնիկական, որը արդեն գտել է իր լուծման ճանապարհը։ Այստեղ հիմնական հարցն այն է, որ, ըստ շատ փորձագետների, Հայաստանի իշխանությունները հարցի լուծման բանակցություններն սկսել են ուշացումով, երբ, ինչպես ասում են, «դանակը ոսկորին է հասել»:

Հիշեցնենք, որ հոկտեմբերից ուժի մեջ մտած միգրացիոն քաղաքականության փոփոխությունները սահմանեցին ոչ քաղաքացիների համար տարեկան 90 օրվա ժամկետ՝ Ռուսաստանի տարածքում մնալու համար։ Այս կանոնը վերաբերում է բոլոր այն երկրների քաղաքացիներին, որոնք օգտվում են առանց վիզայի մուտքի ռեժիմից, ներառյալ՝ Հայաստանը։ Սակայն հայկական բեռնափոխադրումների բնույթը առանձնահատուկ է. վարորդները օրերով կանգնում են Վերին Լարսում, անցնում են հազարավոր կիլոմետրեր Ռուսաստանի տարածքում, բեռնաթափում են հսկայական տարածքներում, բախվում են տեխնիկական ուշացումների, ինչի արդյունքում 90 օրն արագ սպառվում է, և ընդամենը վեց-յոթ երթևեկությունից հետո վարորդը հայտնվում է մուտքի արգելքի վտանգի առջև՝ մինչև 5 տարի ժամկետով։

Այստեղ, սակայն, պետք է արձանագրել առանցքային հանգամանքը. Ռուսաստանը խնդիրն արդեն ընդունել է և սկսել է լուծման ընթացքը։ Ռուսաստանի կառավարությունն ընդունել է Երևանի հիմնավորումները և նախապատրաստում է որոշում, որով հայ վարորդների համար ժամկետը կերկարացվի՝ 90-ից դառնալով 180 օր։ Որոշման նախագիծն արդեն համակարգային քննարկման փուլում է և ընդգրկվելու է ԵԱՏՄ հոկտեմբերի 24-ի նիստի օրակարգում։ Պետք է նշել, որ այս մոտեցումը աննախադեպ չէ. Ղազախստանի վարորդները արդեն ամբողջովին ազատվել են 90 օրվա սահմանափակումից՝ կառավարությունների արագ բանակցությունների արդյունքում։ Սա փաստում է, որ Ռուսաստանը պատրաստ է ճկուն լուծումների, պարզապես Հայաստանից պետք էր ճիշտ ու ժամանակին արձագանքել խնդրին։ Բացի այդ, ԵԱՏՄ-ի շրջանակում ստեղծվել է աշխատանքային խումբ, որը հավաքում և համակարգում է բեռնափոխադրողների խնդիրները՝ ռուսական մարմիններին փոխանցելու և լուծման արագ ընթացք ապահովելու համար։

Անշուշտ, բողոքի ակցիաները մարդկային են. վարորդները պաշտպանում են իրենց եկամուտը։ Սակայն խնդիրը տեղափոխել ռուս– հայկական քաղաքական հակասության դաշտ՝ սխալ և վտանգավոր։ Ռուսական շուկան շարունակում է մնալ հայ բեռնափոխադրողների հիմնական աշխատանքային դաշտը, իսկ Ռուսաստանի տարածքը՝ նրանց եկամտի գլխավոր աղբյուրը։ Ժամանակավոր վարչարարական խնդիրները չպետք է խաթարեն այս հարաբերակցությունը, այլ լուծվեն գործընկերային բանակցություններով։ Մեզ հետ զրույցում փորձագետները նշում էին, որ այս պարագայում քաղաքական ճեղքի հետ գործ չունենք, այլ տեխնիկական համաձայնեցման, որն արդեն գտնվում է լուծման փուլում։
