«Փաստ» օրաթերթը գրում է.
Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է փոփոխություններ և լրացում կատարել կառավարության 2023 թվականի դեկտեմբերի 28-ի N 2339-Լ որոշման մեջ։ Որոշմամբ սահմանված է անկանխիկ եղանակով վճարումներից կենսաթոշակառուներին հետվճար տրամադրելու միջոցառումը, որի համաձայն՝ տվյալ ամսում վճարման ենթակա հետվճարը հաշվարկվում է այդ ամսվան նախորդող ամսում կատարած անկանխիկ գնումների և վճարումների գործարքների 12 տոկոսի չափով։ Ընդ որում, հետվճարի գումարը չի կարող գերազանցել 6000 դրամը։ Միևնույն ժամանակ, որոշմամբ սահմանված է անկանխիկ եղանակով վճարումներից կենսաթոշակառուներին հետվճարի տրամադրումն իրականացնել մինչև 2025 թվականի դեկտեմբերի 31-ը։ Այժմ անհրաժեշտություն է առաջացել կենսաթոշակների բարձրացումը դիտարկել անկանխիկ գործարքներից հետվճարի չափի ավելացման տարբերակով:
Այս միջոցառումն սկսվել է իրականացվել 2022 թվականի հուլիսից: 2025 թվականի օգոստոսին շահառուների թվի միջին ամսականը կազմել է 348433, իսկ մեկ շահառուի գծով հաշվարկված հետվճարի միջին ամսականը՝ 4085 դրամ։ 2025 թվականի հունվար-օգոստոս ամիսների հետվճարի գծով ծախսերը կազմել են 11,8 մլրդ դրամ:
Ըստ կառավարության, կենսաթոշակառուների անկանխիկ եղանակով վճարումներից տրամադրվող հետվճարի չափի ավելացման տարբերակով կբարձրանան կենսաթոշակների չափերը՝ միջոցառման ժամկետը երկարաձգելով մինչև 2026 թվականի դեկտեմբերի 31-ը ներառյալ: Նախագծով շահառուներին հնարավորություն է տրվում ապրանքների և (կամ) ծառայությունների ձեռքբերման դիմաց անկանխիկ վճարումներից ստանալ ավելի մեծ չափով հետվճար։ Այս նպատակով առաջարկվում է հետվճարի հաշվարկման համար անկանխիկ վճարումների գումարի նկատմամբ կիրառվող 12 տոկոսն ավելացնել՝ սահմանելով 20 տոկոս, իսկ հետվճարի առավելագույն չափը 6000 դրամից դարձնել 10000 դրամ:
Նախագծի հեղինակները կարծում են, որ հետվճարի չափերի փոփոխության արդյունքում անկանխիկ եղանակով կենսաթոշակ ստացող և անկանխիկ գնումներ կատարող կենսաթոշակառուների կենսաթոշակների չափերը կավելանան 3000-4000 դրամով։ Այդ նպատակի համար հարկ կլինի 2026 թվականին լրացուցիչ հատկացնել մոտ 14 մլրդ դրամ, մինչդեռ նույն չափով ընդհանուր կենսաթոշակների չափերն ավելացնելու դեպքում պետք է հատկացվեին կրկնակի ավելի շատ միջոցներ։
Որոշման նախագծի ընդունման դեպքում՝ անկանխիկ եղանակով վճարումներից կենսաթոշակառուներին հետվճարի հաշվառմամբ կենսաթոշակի միջին ամսական չափը կկազմի շուրջ 56000 դրամ, իսկ միջոցառման շահառուների թիվը կանխատեսվում է 412000 անձ:
