«Ռոսկոմնադզոր»-ը ընդունել է, որ Ռուսաստանի տասնյակ շրջաններում Telegram և WhatsApp հաղորդագրությունների հավելվածների աշխատանքի խափանումները պատահական չեն, այլ հենց իր գործողությունների արդյունքն է։ Օգոստոսի վերջից ի վեր նշված ծառայություններում զանգերը արգելափակվել են, և այժմ սահմանափակումները տարածվում են դրանց հիմնական գործառույթների վրա, ինչը նշանավորում է թվային գրաքննության հաստատման նոր փուլը։
Հոկտեմբերի 20-ին Ռուսաստանի մի քանի շրջաններում օգտատերերը սկսեցին զանգվածաբար բողոքել Telegram և WhatsApp հաղորդագրությունների հավելվածների ծառայության խափանումներից: Երկու օր անց «Ռոսկոմնադզոր»-ը հաստատեց, որ մասամբ սահմանափակում է իրենց ծառայությունը՝ հանցագործների դեմ պայքարելու համար:
Սահմանափակումն արդեն ազդել է Ռուսաստանի 34 շրջանների վրա, որտեղ բնակվում է գրեթե 93 միլիոն մարդ՝ երկրի բնակչության ավելի քան 60%-ը։ Սահմանափակումներն ընդգրկել են մասնավորապես Մոսկվան և Մոսկվայի մարզը, Սանկտ Պետերբուրգը, Կրասնոդարի, Սվերդլովսկի և Նովոսիբիրսկի մարզերը, ինչպես նաև Թաթարստանը։
