Հոսանքի գնի իջեցման առեղծվածը

Եկեք ներկայացնենք, թե ինչպես էլեկտրաէներգիայի սակագինը կարող էր բնակչության համար նվազել առնվազն 3 դրամով։ Սա այն առաջարկն էր, որը «Մեր ձևով» շարժման համակարգող Նարեկ Կարապետյանը ներկայացրել էր դեռ այն ժամանակ, երբ քաղաքական գործընթացներում չէր ներգրավվել։
Նարեկ Կարապետյան․
«2024 թվականին Հայաստանում էլեկտրաէներգիայի մուտքը կազմել է մոտ 5 մլրդ կվտ, որից 2.130 մլրդ կվտ-ը բաժին է ընկել բնակչությանը։ Չնայած ՔՊ-ական նոր ղեկավարների նշանակման հետևանքով համակարգում նկատվել է կորուստների աճ, նախկին կառավարման արդյունավետության արդյունքում այսօր ՀԷՑ-ում կա մոտ 6 մլրդ դրամի ավելցուկ։ Այդ գումարը բավարար էր՝ բնակչության համար նախատեսված սակագինը իջեցնելու առնվազն 3 դրամով։ Այսինքն՝ առանց որևէ քաղաքական հրաշքի հնարավոր էր ապահովել իրական թեթևացում։ Թե բա՝ 20 լումա...»
Ըստ էության՝ Սամվել Կարապետյանի քաղաքականություն մտնելու հնարավոր որոշման մասին իշխանությունները տեղյակ են եղել դեռևս նրա ձերբակալությունից առաջ։ Հունիսի 6-ին «Տաշիր Կապիտալը» դիմել էր ՀԾԿՀ՝ առաջարկելով էլեկտրաէներգիայի սակագնի նվազեցում։ Իշխանությանը, սակայն, դա դուր չէր եկել։ ՀԾԿՀ-ն մերժել էր դիմումը, քանի որ այդ քայլը հանրային գոհունակություն կառաջացներ Սամվել Կարապետյանի նկատմամբ։ Իսկ հենց դրանից հետո՝ հունիսի 18-ին, Սամվել Կարապետյանին ձերբակալել էին։ Այսօր նա քաղբանտարկյալ է։ Նրա մեկուսացման պատճառները շատ են, բայց սա ընդհանուր պատկերի խոսուն դրվագն է։
Անի Սամսոնյան․
«Այս պատմությունը հիշեցնում է խորհրդարանում ունեցած մեր փորձը, երբ ընդդիմությունը բերում էր հանրօգուտ օրենքի նախագիծ, իսկ իշխանությունը արհեստական պատճառներով մերժում էր այն՝ հարցը նետելով “նախկինների բոստանը”։ Մի քանի ամիս անց նույն նախագիծը նույն իշխանությունը ներկայացնում էր սեփական անունից։ Ինչո՞ւ՝ որովհետև չէր կարող հանդուրժել, որ ժողովուրդը շնորհակալ լինի ընդդիմությանը։ Հիմա նույնն է։ Ինչո՞ւ թողնեն, որ ժողովուրդը շնորհակալ լինի Սամվել Կարապետյանին, եթե կարելի է նրան ուղարկել ԱԱԾ նկուղ, իսկ ՀԷՑ-ում կուտակված հնարավոր գումարները վաճառել ընտրություններից առաջ՝ որպես սեփական “սոցիալական նվեր”»։
Այն, ինչ պետք է դառնար իրական բարեփոխում, դարձավ իշխանական մանիպուլյացիայի հերթական դրվագ։ ՀԷՑ-ում կուտակված ավելցուկը կարող էր գնալ դեպի քաղաքացին, բայց իշխանությունը որոշեց, որ ժողովրդին օգնելը պետք է սպասի, քանի դեռ դրանից գովք չեն շահել իրենք։ Սակագնի իջեցման պատմությունը, ինչպես և բազմաթիվ այլ ոլորտներում, ևս մեկ անգամ ցույց տվեց, որ այս իշխանության համար առաջնահերթը ոչ թե տնտեսական արդարությունն է, այլ քաղաքական հաշվարկը։
